The first is to establish three safety risk lists for network operation, such as extreme accident scenarios, key network equipment and high-risk operating positions, so as to achieve a clear base of safety risks, strict management and control, and resolutely avoid extreme accidents.

The second is to strengthen the four major network operation security support capabilities, such as network protection, risk perception, accident prevention and comprehensive disposal, and build a multi-dimensional network operation security capability system to ensure the safe and stable operation of 5G network in all directions.

The third is to build a solid foundation for the security of network operation, such as system, personnel, and culture, to make up for the shortcomings of the system, enhance personnel skills, deepen security concepts, and form a strong joint force.

The special action is divided into three stages.

First, in the stage of mobilization and deployment, we should organize and carry out propaganda and deployment and formulate a plan for the implementation of tasks.

Second, in the stage of task implementation, the task desk account should be established and implemented on a regular basis, and a working group should be dispatched to supervise and inspect it on the spot as appropriate.

The third is to sum up the promotion phase, institutionalize and standardize the excellent experience and achievements of the special action, and establish a long-term mechanism for the network operation security of the information and communications industry on the basis of the 5G network.

Special actions require all units to strengthen organization and leadership, aim at key tasks and pay close attention to time nodes, so as to ensure the smooth development of special operations; study and establish a standard system for security risk assessment of 5G network operation, and carry out risk assessment work to prevent and defuse major security risks in a timely manner; strengthen technical support, organize professional competitions, comprehensive drills and other activities to ensure the effectiveness of special operations.
