CTOnews.com April 17 news, the Internet Information Office issued a "notice on adjusting the security management of special products for network security", announcing that the "sales license for special products for computer information system security" will be stopped from July 1, 2023, and products that have previously obtained a sales license can continue to be sold or provided within the period of validity.

The details are as follows:

As of July 1, 2023, the network security special products listed in the catalogue of Network key equipment and Network Security Special products shall be sold or provided in accordance with the mandatory requirements of the relevant national standards such as the Security Technical requirements of Information Security Technology and Network Security Special products, it can only be sold or provided after the security certification of qualified institutions or security testing meets the requirements.

Qualified institutions refer to those institutions that are included in the list of organizations responsible for Security Certification and Security Inspection of Network key equipment and Network Security Special products.

The State Internet Information Office, the Ministry of Industry and Information Technology, the Ministry of Public Security and the State Certification and Accreditation Regulatory Commission issued and updated the catalogue of Network key equipment and Network Security Special products and the list of organizations responsible for Network key equipment and Network Security Special products Safety Certification and Security Inspection.

Starting from July 1, 2023, the "sales license for Special products for computer Information system Security" (referred to as the sales license) will be stopped, and product producers do not need to apply for it. Products that have previously obtained a sales license can continue to be sold or provided within the validity period.

As of July 1, 2023, the notice on adjusting the implementation requirements of compulsory Certification of Information Security products (the former AQSIQ, the Ministry of Finance and the State Certification and Accreditation Supervision and Administration Commission No. 33 of 2010) and the notice of the quality Supervision Commission of the Ministry of Industry and Information Technology of the Ministry of Finance on the implementation of government procurement of information security products (Treasury (2009) 48).

The State Internet Information Office shall, together with the Ministry of Industry and Information Technology, the Ministry of Public Security and the State Certification and Accreditation Supervision and Administration Commission, uniformly publish and update the list of network key equipment and network security products that meet the requirements for social inquiry and use.

CTOnews.com learned that products involving computer information systems such as VPN need a "computer information system security sales license" before they can be listed on the market, otherwise they will be warned by the public security organ or fined not more than 5000 yuan by the public security organ or fined not more than 15000 yuan by the unit; if there are any illegal gains, in addition to confiscation, a fine of 1 to 3 times the illegal proceeds may be imposed.
