Work Plan for Promoting New Transportation Platform Enterprises to Reduce Overdraw in 2023

In order to strengthen the protection of the rights and interests of employees in new transportation formats, promote the standardized, healthy and sustainable development of new transportation formats, and create a good employment environment, the following work plans have been formulated.

I. The overall idea is to implement the requirements of Opinions on Strengthening the Protection of the Rights and Interests of Employees in New Transportation Forms and Opinions on Strengthening the Protection of the Rights and Interests of Truck Drivers, strive to standardize the business behavior of enterprises in new transportation forms, ensure reasonable labor remuneration for employees, create a good employment environment, and promote the standardized, healthy, sustainable and high-quality development of new transportation forms.

II. Objectives and tasks Promote the main online car-hailing and road freight new business platform companies to strengthen communication and consultation with employees representatives, industry associations, etc. to ensure reasonable labor remuneration levels for employees. Promote the main online car-booking and road freight new business platform companies to reduce the platform's excessive percentage or membership fee ceiling, and publicly release to the public.

III. Schedule arrangement (I) Online car-hailing platform company

Before the end of April 2023, the competent transportation departments of each city shall organize the deployment and implementation of online ride-hailing platform companies operating locally. The Ministry of Transport shall guide the competent departments of transportation in all provinces and cities to urge the main online ride-hailing platform companies to clarify the work arrangement, time node and responsible person.

Before the end of May 2023, the competent departments of urban transportation shall urge each online car-hailing platform company operating locally to communicate and negotiate with representatives of employees and industry associations to ensure reasonable labor remuneration level of employees; and actively announce to the public the work arrangement for reducing the upper limit of excessive percentage of the enterprise. All major online ride-hailing platform companies have basically completed the work related to reducing the upper limit of excessive percentage.

Before the end of July 2023, the competent transportation departments at the provincial level shall investigate and supervise the implementation of the online ride-hailing platform companies operating and serving in their respective provinces. The Ministry of Transport, together with provincial and urban transportation authorities, continuously tracks and grasps the progress and existing problems of various target tasks, regularly dispatches each online car-hailing platform company, and promotes the main online car-hailing platform companies to ensure the basic completion of target tasks.

Before the end of September 2023, the competent departments of transportation of all provinces and cities shall summarize and evaluate the local work experience and effectiveness in safeguarding the rights and interests of employees in new transportation formats. The Ministry of Transport shall organize the evaluation and summary of the implementation work, and publicize and popularize the typical experience and practices of various localities and enterprises in promoting the reduction of excessive proportion and safeguarding the rights and interests of employees in new transportation formats.

(II) Road freight new business platform company

Before the end of April 2023, the Ministry of Transport shall guide relevant local transportation authorities to urge the main road freight new business platform companies (hereinafter referred to as freight platform companies) to formulate implementation plans and clarify work arrangements, time nodes and responsible persons.

Before the end of May 2023, relevant provincial transportation authorities shall organize freight platform legal person companies registered in their respective provinces to communicate and negotiate with truck drivers and industry associations to reduce excessive percentage or upper limit of membership fees, so as to ensure reasonable income of truck drivers; actively announce to the public the commitment of the enterprise to reduce excessive percentage or upper limit of membership fees.

Before the end of July 2023, each provincial transportation authority shall investigate and supervise the implementation of freight platform companies operating services in their respective provinces. The Ministry of Transport, together with the competent transportation departments of relevant provinces, continuously tracks and grasps the progress and existing problems of various target tasks, regularly dispatches freight platform companies, and promotes freight platform companies to ensure the basic completion of target tasks.

By the end of October 2023, all freight platform companies will summarize their working experience and effectiveness in protecting the rights and interests of truck drivers. The Ministry of Transport shall organize the evaluation and summary of the implementation work, publicize and popularize the typical experience and practices of various localities and enterprises in promoting the reduction of excessive percentage and protecting the rights and interests of truck drivers.
