April 13, a group of leading artificial intelligence experts issued a policy briefing on Thursday, calling on European officials to expand the scope of artificial intelligence regulation in the EU AI Act. In the briefing, more than 50 experts and institutions argued that Europe should bring general artificial intelligence (GPAI) into the scope of regulation, rather than being limited to a narrower definition.

The signatories of the briefing include institutions such as the Mozilla Foundation and experts such as Timnit Gebru. They believe that general artificial intelligence tools may not be designed with high-risk applications in mind, but they may become more dangerous in different environments. The group highlighted some generative artificial intelligence tools, such as ChatGPT, which have become increasingly popular over the past few months.

According to Mehtab Khan, resident researcher and director of the Yale / Wikimedia intermediary and Information Initiative, consideration should be given to regulating the development of artificial intelligence, including how and who collects data and training technologies.

"GPAI should be regulated throughout the product life cycle, not just at the application level," Khan said. "the simple label for high and low risk 'essentially cannot keep up with the dynamics of technology'."

The group advises European policymakers to plan for future regulations, such as avoiding limiting rules to certain types of products, such as chatbots. At the same time, they warn developers not to evade liability through standard legal disclaimers.

Sarah Myers West, executive director of the AI Now Institute, one of the main promoters of the policy briefing, said that after the early draft of the EU AI bill was released, tools such as ChatGPT began to rise. "the wave of generative AI made the bill more eye-catching. But even before that, there was a large class of unspecific types of artificial intelligence that would also be exempted."

Myers West said: "as far as we know, the EU AI regulation will be the first comprehensive artificial intelligence regulation. Therefore, it will become a global precedent. That is why it is particularly important, it needs to well cover this kind of artificial intelligence, because it may become a template for others to follow."
