According to the report, at present, practitioners such as plant engineering contractors and factory services, equipment, machines and materials have received notice of project progress and delay of six months to one year. In addition, the scale of advanced packaging and testing capacity of Nanke and Zhunan has also been reduced.

On the whole, by the end of 2023 and the first half of 2024, only two new plants in TSMC will continue to be built in the United States and Japan, and there will be "no urgent and slow expansion" in Taiwan.
