Beijing, April 11 (Xinhua) due to growing concerns that artificial intelligence tools such as ChatGPT may be used to discriminate against or spread harmful information, the Biden administration has begun to study whether these tools need to be checked.

As a first step towards potential regulation, the Commerce Department officially solicited comments on Tuesday on what it called accountability measures, including whether potentially risky new artificial intelligence models should go through a certification process before being released. These comments will be accepted within the next 60 days.

The move by the US government at this moment comes at a time when the use of artificial intelligence tools is booming. These tools can quickly generate human-like text, images, videos, and so on. Some analysts estimate that the number of ChatGPT users developed by OpenAI, an artificial intelligence laboratory, has reached 100 million, faster than any consumer application in history.

Alan Alan Davidson, director of the National Telecommunications and Information Administration, a subsidiary of the Commerce Department, said: "it's amazing to see that these tools can do this at a relatively early stage. We know that we need to set up some guardrails to ensure that they are used responsibly."

Davidson said the advice would be used to help advise US policy makers on how to deal with artificial intelligence. He added that the legal responsibility of the National Telecommunications and Information Administration is to advise the president on science and technology policy, not to write or enforce regulations.

At present, the technology industry and government officials have expressed concern about a series of potential hazards of artificial intelligence, including the use of the technology to commit crimes or spread false information. Last month, Senator Michael Bennett, Democrat of Colorado, wrote to several artificial intelligence companies asking about public experiments and that his child's safety was his primary concern. In these experiments, chatbots provided disturbing advice to users posing as young people.

"there is a very lively discussion about the explosive benefits and disadvantages of artificial intelligence," Senator Richard Blumenthal, Democrat of Connecticut, said in an interview. "this is the ultimate challenge for Congress, a highly complex and technical challenge that is important and urgent."

President Biden discussed the topic with an advisory committee of scientists at the White House last week. When asked by a reporter whether the technology was dangerous, Biden said: "it remains to be seen. It could be dangerous." Members of the committee include representatives of Microsoft and Google. They and other companies that release artificial intelligence systems say they are constantly updating security guardrails, such as programming chatbots not to answer certain questions.

Meanwhile, technology leaders, including Elon Elon Musk, recently called for a six-month moratorium on the development of systems that are more powerful than GPT-4. GPT-4 is a new version of chat robot released by OpenAI about a month ago. They warned that the ongoing competition between OpenAI and competitors such as A Google did not adequately manage and plan for potential risks.

The antitrust division of the US Department of Justice said it was monitoring competition in the AI sector. The Federal Trade Commission warned companies that they could face legal consequences for making false or unverified claims about artificial intelligence products.
