The Federation said that in the long run, allowing fuel vehicles to replace new energy vehicles to retain the original license plate will not lead to any remaining problems. Therefore, it is suggested that the replacement of new energy vehicles by fuel vehicles should be allowed to retain the original license plate, and the green license plate can be converted to blue license plate in accordance with certain conditions.

CTOnews.com noted that Cui Dongshu, secretary general of the Federation, said in an interview that the Federation had put forward a proposal to the relevant state departments to merge the "blue card" and the "green card", which is expected to become a reality in the next two years. On March 28, the topic of "Green license plates may be cancelled within two years" went viral. In response, Cui Dongshu said: "what we (the Federation of passengers) put forward is the same car and the same right."

Cui Dongshu said that the ride association did submit relevant suggestions to the relevant departments, but not because the green license plates were ugly, but because the emergence of green cards hindered the development of the new energy vehicle industry. Cui Dongshu believes that the special license plate for new energy vehicles is highly discriminatory and distorts the natural development of the automobile industry. In Cui Dongshu's view, with the promotion of strong subsidies and related policies, the core competitiveness of new energy vehicles has been formed and will completely replace fuel vehicles in the future. "under such advantages, the tax relief policy for the purchase of new energy vehicles should be abolished, which is conducive to the healthy development of the car market."

It is worth mentioning that the proposal to abolish the "green card" is not the first time. In December last year, the China Urban Transport Association proposed to cancel the green sign for new energy vehicles, let all vehicles use blue signs, and add a unified letter prefix to identify new energy vehicles.

Prior to this, some provinces and cities have adjusted the relevant policies on new energy vehicles one after another. In June 2021, the Guangzhou Municipal Development and Reform Commission issued the Circular on further improving the Information Management of New Energy vehicles (trial draft). It is clear that Guangzhou car owners need to obtain the Guangzhou New Energy vehicle Information Management Certificate issued by the Municipal Development and Reform Commission to purchase the green license plate of new energy vehicles. In Shanghai, starting from January 1, 2023, consumers who buy plug-in hybrid cars (including incremental cars) will no longer issue special license quotas.

According to data from the Federation of passengers, the wholesale sales of new energy passenger vehicles in China reached 496000 in February, an increase of 56.1 percent over the same period last year and 27.5 percent month-on-month. The wholesale penetration rate of manufacturers reached 30.6 percent, up 9 percentage points from 21.6 percent in February 2022. Among them, the penetration rate of independent brand new energy passenger cars was 45.7% in February.
