Tuyuan Pixabay conducted a spot check on 358 batches of electronic products produced by 258 enterprises, including color televisions, driving recorders, active speakers, servers, microcomputers, notebooks, routers, printers and other electronic products. 23 batches of products were found to be unqualified, with a failure rate of 6.4%. 96 items of 8 kinds of products were tested, of which 50 were safety items, accounting for 52.1% of the total number of inspection items. Among the 23 batches of unqualified products found in the spot check, 17 batches of product safety items were unqualified, accounting for 73.9%.

In this spot check, Guangdong Taitu Science and Technology Co., Ltd. violated the provisions of the Product quality Law of the people's Republic of China and refused to accept supervision and random inspection without good reason. The General Administration of Market Supervision requires all relevant provincial market regulatory departments to take measures such as sealing up and detaining the substandard products found by supervision and random inspection in accordance with the law, and strictly prohibit the production and sale of enterprises. For unqualified enterprises, especially those that refused inspection and those that failed in the last spot check, we should further clarify the requirements for rectification and reform, strictly supervise and urge the implementation of rectification measures, and organize reinspection in a timely manner; those suspected of crimes should be transferred to judicial organs in a timely manner. Enterprises that break the law seriously and break their promises will be included in the management of the list of serious violations of trust in accordance with the law.

In 2022, the General Administration of Market Supervision organized national supervision and spot checks on the quality of electronic products. The spot checks are now announced as follows:

1. Basic situation (1) spot check general situation. This spot check inspected 358 batches of electronic products produced by 258 enterprises, involving 8 kinds of electronic products, such as color televisions, driving recorders, active speakers, servers, microcomputers, notebook computers, routers, printers, and so on. 23 batches of products were found to be unqualified (see Annex 1 for details), and the failure rate was 6.4%. 96 items of 8 kinds of products were tested, of which 50 were safety items, accounting for 52.1% of the total number of inspection items. Among the 23 batches of unqualified products found in the spot check, 17 batches of product safety items were unqualified, accounting for 73.9%.

Second, analysis of the results of spot checks (1) the unqualified rate of color TV spot checks is 16.2%. This random inspection of 68 batches of products produced by 44 enterprises in 11 provinces (autonomous regions and municipalities) found that 11 batches of products were unqualified, and the unqualified rate of the spot check was 16.2%, an increase of 7.7 percentage points over the last spot check. In the past three years, the failure rates of the product were 21.6%, 8.5% and 16.2%, respectively.

Among them, the structure of electric shock protection of safety project requires that 8 batches of products are unqualified and 5 batches of safety project terminals are unqualified. According to the analysis of the technical organization, the main reason for the unqualified structural requirements of the electric shock protection project is that the internal wiring process control of the product is not strict; the main reason for the unqualified terminal project is that the insulation color of the grounding conductor does not meet the requirements.

The above spot checks involved products produced by enterprises in Guangdong Province, an industrial agglomeration area. 36 batches were tested, and the unqualified rate was 27.8%.

(2) the unqualified rate of spot check by driving recorder is 4.5%. This random inspection of 44 batches of products produced by 44 enterprises in 6 provinces (cities) found that 2 batches of products were unqualified, and the unqualified rate of the spot check was 4.5%, down 4.4 percentage points from the last spot check. The failure rates of the last three spot checks of the product were 28.6%, 8.9% and 4.5%, respectively.

The above spot checks involved products produced by enterprises in Guangdong Province, an industrial agglomeration area. 37 batches were tested, and the unqualified rate was 5.4%.

(3) the failure rate of spot check of active speakers is 3.1%. This time, 32 batches of products produced by 32 enterprises in 4 provinces (cities) were tested in the field of circulation. It was found that one batch of products were unqualified, and the unqualified rate of the spot check was 3.1%, down 9.7 percentage points from the last spot check. In the past three years, the failure rates of the product were 17.9%, 12.8% and 3.1%, respectively.

The unqualified item is disturbance power. According to the analysis of the technical organization, the main reason for the unqualified is that the filter design of the motherboard port is not in place, which leads to excessive radiation of the cable along the line.

The above spot checks are mainly related to the products produced by enterprises in Guangdong Province, an industrial agglomeration area. 19 batches of products are tested, and the failure rate is 5.3%.

(4) the failure rate of server spot check is 7.1%. This random inspection of 28 batches of products produced by 20 enterprises in 6 provinces (cities) found that 2 batches of products were unqualified, and the unqualified rate of the spot check was 7.1%, down 12.9 percentage points from the last spot check.

This spot check focuses on 13 items, such as server grounding conductor and its connection resistance, electrical insulation, electrical gap, creeping distance, conductor termination, heating requirements and so on. Among them, there are 7 security projects, accounting for 53.8%. The unqualified items are the key safety items of the product, electrical gap and creeping distance. According to the analysis of the technical organization, the main reason for the unqualified is that there are problems in the product design, and the creeping distance is less than the distance specified in the standard.

The above spot checks mainly involve products produced by enterprises in Beijing, Guangdong Province and Zhejiang Province. 11 batches, 7 batches and 7 batches are tested respectively, and the unqualified rates are 9.1%, 0% and 0% respectively.

(5) the failure rate of microcomputer spot check is 6.3%. This time, 32 batches of products produced by 11 enterprises in 6 provinces (cities) were randomly checked in the field of circulation, and a total of 2 batches of products were found to be unqualified, with a failure rate of 6.3%. The unqualified rates of the last three spot checks of the product were 7.1%, 0% and 6.3%, respectively.

Among them, there are 7 safety items, accounting for 50.0%. The unqualified item is radiation disturbance (below 1GHz). According to the analysis of the technical organization, the main reason for the disqualification is that the radiation requirements of the relevant frequency points are not fully taken into account in the product design and effective restraining measures are not taken.

This time, the products produced by enterprises in Beijing, Guangdong and Hubei provinces were selected and tested in 9 batches, 8 batches and 6 batches respectively, and the unqualified rates were 0%, 25% and 0% respectively.

(6) the failure rate of notebook random check is 2.5%. This time, 79 batches of products produced by 32 enterprises in 9 provinces (cities) were randomly checked in the field of circulation. It was found that 2 batches of products were unqualified, and the unqualified rate of the spot check was 2.5%, an increase of 2.5 percentage points over the last spot check. The unqualified rates of the last three spot checks of the product were 0%, 0% and 2.5%, respectively.

According to the analysis of the technical organization, the main reason for the unqualified is that there are problems in the product structure design, resulting in the electrical gap and creeping distance can not meet the relevant requirements of strengthening insulation.

This time, we focused on sampling the products produced by enterprises in Guangdong Province, Beijing, Shanghai and Hubei Province, and inspected 29 batches, 17 batches, 10 batches and 4 batches respectively. Only 2 batches of products in Hubei Province were found to be unqualified, and the unqualified rate was 50%.

(7) the failure rate of router spot check is 2.1%. This time, 48 batches of products produced by 48 enterprises in 10 provinces (cities) were randomly checked in the field of circulation. It was found that one batch of products were unqualified, and the unqualified rate of the spot check was 2.1%, which was 0.6 percentage points lower than that of the last spot check. The unqualified rates of the last three spot checks of the product were 7.4%, 2.7% and 2.1%, respectively.

The unqualified items are the key safety items of the product, namely electrical gap and creeping distance. According to the analysis of the technical organization, the main reason for the unqualified is that the safety distance between the primary circuit and the secondary circuit is not fully considered in the product design.

The above spot checks mainly involve products produced by enterprises in Guangdong, Shanghai and Sichuan provinces, which are industrial agglomeration areas. They are tested in 23 batches, 6 batches and 6 batches respectively, and the unqualified rates are 0%, 16.7% and 0% respectively.

(8) the failure rate of printer spot check is 7.4%. This random inspection of 27 batches of products produced by 27 enterprises in 8 provinces (cities) found that 2 batches of products were unqualified, and the unqualified rate of the spot check was 7.4%, down 5.8 percentage points from the last spot check. The unqualified rates of the last three spot checks of the product were 16.7%, 13.2% and 7.4%, respectively.

It is found that the unqualified items involve power terminal disturbance voltage, radiation disturbance (below 1GHz), electrical gap and creeping distance. According to the analysis of the technical mechanism, the main reason for the unqualified electrical gap and creeping distance is that during the design of the power adapter configured by the product, the slot length and the size of the baffle do not effectively play the role of safe isolation between the primary and secondary circuits. resulting in insufficient safe distance.

The above spot checks mainly involve products produced by enterprises in Guangdong Province, an industrial agglomeration area. 14 batches of products are tested, and the unqualified rate is 14.3%.

III. Work requirements in view of the problems found by the state supervision and inspection of product quality, the relevant provincial market regulatory departments should do a good job in the following work:

(1) to strengthen the processing of the results of spot checks. Do a good job in the handling of the results of supervision and random inspection in accordance with the provisions of the Product quality Law of the people's Republic of China and the interim measures for the Administration of Product quality Supervision and spot Inspection. Measures shall be taken to seal up and detain the unqualified products found by supervision and random inspection in accordance with the law, and the production and sale of enterprises are strictly prohibited. For unqualified enterprises, especially those that refused inspection and those that failed in the last spot check, we should further clarify the requirements for rectification and reform, strictly supervise and urge the implementation of rectification measures, and organize reinspection in a timely manner; those suspected of crimes should be transferred to judicial organs in a timely manner. Enterprises that break the law seriously and break their promises will be included in the management of the list of serious violations of trust in accordance with the law. The results should be entered into the e-CQS system in time. The General Administration will strengthen the follow-up and supervision and inform the local authorities of the handling results as appropriate.

(2) to carry out special quality control. The market supervision department of Guangdong Province should carry out special rectification of the quality of industrial agglomeration areas for electronic products, strengthen the supervision and inspection of key enterprises within their jurisdiction, comprehensively use a variety of means, maintain a high-pressure situation of quality supervision, and seriously deal with illegal activities. strive to improve the level of quality and safety.

(3) to supervise and promote the implementation of the principal responsibility. Inform the relevant local governments and departments of the situation of unqualified products in this supervision and random inspection, take effective measures to urge enterprises of unqualified products to implement the main responsibility for product quality and safety, and organize production and sales in strict accordance with the standards and in accordance with the law. to ensure product quality and safety.

(4) strengthen quality and technical assistance. Organize relevant industry organizations and technical institutions to help enterprises find out the causes in depth, put forward improvement measures and solutions, and improve the quality level of the industry.
