The Ministry of Industry and Information Technology recently issued the measures for the Administration of Earth stations for moving satellites in Geostationary orbit (referred to as the measures).

The "in-motion communication earth station" as mentioned in the measures refers to the earth station which is loaded on mobile platforms such as ships (including unmanned ships), aircraft (including drones), railway locomotives (including EMU trains) and vehicles, and uses fixed service frequency bands of satellites, which have the ability to communicate with geostationary orbit satellites in the state of movement. These measures shall enter into force as of the date of issuance.

Some of the contents of the measures continue the provisions of the 2013 and 2019 documents, and the expansion and relaxation are mainly reflected in the following three aspects:

First, it expands the available frequency band, which greatly promotes the development of the application of the earth station. The Ku band is extended from 14-14.25GHz to 14-14.5GHz, and the Ka band is expanded from 29.5-30GHz to 27.5-30GHz, which broadens the 2.25GHz bandwidth and satisfies the increasing frequency demand of the moving earth station to the maximum extent.

The second is to relax the restrictions on the antenna size of the moving earth station and further enrich the application scene of the moving earth station. The "measures" relaxed the aperture limit of paraboloid antennas used by Ku-band moving earth stations from 0.8m to 0.45m, and the aperture limits of paraboloid antennas used by Ka-band moving earth stations from 0.45m to 0.3m. In the case of reducing the aperture of the antenna, the radiation performance equivalent to that of the large aperture antenna can still be obtained, which will be more convenient for the earth station in motion to be used on the narrow mobile platforms such as ships and aircraft, and enrich a variety of application scenarios.

Third, from the point of view of protecting the existing legitimate radio services, the relevant characteristic parameters and protection limits are supplemented, and the limit requirements of airborne earth stations in Ku band and the protection requirements of radio astronomical stations are improved.

These measures are formulated in accordance with the relevant administrative regulations such as the Radio Administration regulations of the people's Republic of China, the provisions of the people's Republic of China on the Division of Radio Frequency, the measures for the Administration of the license for the use of Radio frequencies, and the provisions on the Administration of the Establishment of Satellite Communication Networks and the installation and use of Earth stations.

Article 2 the term "in-motion communication earth station" as mentioned in these measures refers to an earth station that is loaded on mobile platforms such as ships (including unmanned ships), aircraft (including drones), railway locomotives (including EMU trains), vehicles, etc., and uses fixed service frequency bands of satellites, which have the ability to communicate with geostationary orbit satellites in a mobile state.

Article 3 the uplink service link of China Mobile Earth Station shall only use the frequency bands of 5925-6425MHz, 14-14.5 GHz and 27.5-30 GHz, and shall strictly abide by the technical requirements and conditions of use listed in Appendix 1, 2 and 3. Downlink services are limited to the 3700-4200MHz, 12.25-12.75GHz and 17.7-20.2GHz bands. Among them, the uplink 5925-6425MHz and downlink 3700-4200MHz frequency bands can only be used when the shipborne Zhongtong Earth Station is 300km away from the coastline of China.

Article 4 the establishment and use of a mobile earth station shall apply for a radio station license in accordance with the provisions on the Administration of the Establishment of Satellite Communication Networks and the Establishment and use of Earth stations, and shall also abide by the following provisions:

(1) it shall not cause harmful interference to other legitimate radio stations (stations) in the same frequency band, and shall take necessary measures to improve its own anti-interference ability, so as to avoid and reduce interference from other legitimate radio stations (stations), and shall not put forward requirements for protection from interference from other legitimate radio stations (stations).

(II) it shall be connected to a satellite system that has obtained permission for the use of radio frequencies for communication and shall be managed by the satellite system.

(3) the relevant provisions of the Radio rules of ITU and the radio frequency coordination agreements signed between China and the relevant countries and regions shall be observed.

(4) the equipment of the moving earth station with the function of automatically shutting down the transmitted signal shall be used. Once it is found that the operation of the earth station in motion exceeds the limit specified in the technical requirements of the annex to these measures, or produces harmful interference to other legitimate radio stations (stations), measures should be taken immediately to make it comply with the limits stipulated in these measures before continuing to transmit signals, otherwise the transmitted signals shall be automatically turned off until the harmful interference is eliminated.

(5) the moving Earth Station operating in the 14.47-14.5GHz frequency band should be not less than a coordinated distance from the radio observatory listed in Annex 4, otherwise it should be used only after coordination with the relevant radio observatory.

Article 5 A unit that establishes a satellite system (satellite communication network) of a mobile earth station shall apply for a license for the use of radio frequencies of the satellite system (satellite communication network) in accordance with the provisions on the Administration of the Establishment of Satellite Communication Networks and the Establishment and use of Earth stations, it shall also abide by the following provisions:

(1) to set up a control center within the territory to effectively manage the system's internal mobile earth stations (including those set up on mobile platforms such as foreign ships, aircraft, railway locomotives, rolling stock, etc.), including real-name registration, recording its location (longitude and latitude), trajectory, transmission frequency, channel bandwidth and other parameters, and regularly report the relevant situation to the state radio regulatory agency.

(2) when the operation of the earth station in the system exceeds the technical requirements stipulated in these measures or produces harmful interference to other legitimate stations (stations), measures shall be taken to eliminate the harmful interference and stop transmitting signals if necessary.

(3) those involved in the operation of telecommunications business shall obtain a license for the operation of telecommunications business in accordance with the law.

Article 6 the production or import of mobile earth station equipment sold or used in China shall obtain the type approval certificate in accordance with the law.

Article 7 with regard to the application scenarios for the safety of people's lives and property (including the operation safety of ships, aircraft, railway locomotives, etc.), the earth station in motion cannot be used as the only means to ensure communication.

Article 8 in case of a sudden emergency or in order to ensure the special needs of major social activities, a mobile earth station may be temporarily set up or used without approval, but it shall be promptly reported to the radio administrative agency in the place where the area of use is used, and shall be closed in time after the emergency is eliminated or major social activities are over.

Article 9 the installation and users of the mobile communication earth station shall abide by the relevant provisions of the state on the protection of the electromagnetic environment, and take necessary measures to ensure that the public exposure in the environment where the moving communication earth station is located meets the national electromagnetic environment quality standards, and give warnings and protective indicators.

Article 10 whoever violates these measures shall be punished by the radio administrative agency in accordance with the relevant provisions of the regulations of the people's Republic of China on Radio Administration.

Article 11 the management of the earth station of the military system in motion shall be carried out in accordance with the relevant provisions of the army.

Article 12 these measures shall enter into force as of the date of issuance. Circular of the Ministry of Industry and Information Technology on issuing and issuing the interim measures for the Administration of Mobile platform Earth stations in Satellite fixed Service Communication Networks (Ministry of Industry and Information Technology no.
