In order to accelerate the development of the software industry and the construction of the software park in the city, actively strive to create a famous software city in China, and build a software industry agglomeration area with important influence in China, this policy is formulated according to the reality of our city.

I. scope of application

The software enterprise in this policy refers to an enterprise with independent legal personality with software development and information technology services as its main business and whose software business income accounts for not less than 50% of the business income. If the enterprise fails to fulfill its unified responsibility and meets the requirements but is not included in the statistics of the software industry, this policy shall not be supported.

Second, the key support direction

This policy focuses on supporting basic software, industrial software, general application software, industry application software, information security software and other product development; support cloud computing, big data, artificial intelligence, blockchain, Internet of things, industrial Internet, virtual reality and augmented reality, meta-universe and other platform software development Support the migration of business systems around finance, energy, power, communications, transportation and other key industries, provide Xinchuang solutions, develop Xinchuang software products, and support open source software product development.

Third, strengthen double strokes and double introductions

(1) to encourage investment in the establishment of software enterprises in Fei. The newly established software enterprises shall be rewarded up to 1 million yuan according to the number of social security employees paid in Fei and the level of operating income. Encourage all kinds of enterprises to divest their software and information technology service business, carry out professional development, set up independent legal person software enterprises, and reward them according to the above-mentioned standards.

For the top 500 companies in the world, the top 500 in China, the top 100 software companies in China, listed companies at home and abroad, and enterprises with revenues exceeding 1 billion yuan, independent legal person software enterprises with paid registered capital of not less than 10 million yuan and more than 100 social security employees with operating income of 20 million yuan for the first time within two years after settling down shall be given an one-time reward of no more than 5 million yuan not exceeding 20% of their business income. If the operating income reaches 20 million yuan for the first time within three years after settling down, the maximum one-time reward of 5 million yuan shall be given according to 15% of its operating income. For projects that meet the criteria defined in the guidelines for the identification of large-scale investment projects in Hefei, the policy support of "one matter, one discussion" can be applied for.

Fourth, encourage to be bigger and stronger

(3) encourage enterprises to upgrade the qualification of development services. Software enterprises that have newly passed the level 5, 4 and 3 certification of the Software capability maturity Model (CMMI) shall be rewarded 500000 yuan, 300000 yuan and 100000 yuan respectively, and 300000 yuan and 100000 yuan will be awarded to the software enterprises that have newly passed the first-and second-level certification of the Information Technology Service Standard (ITSS).

(4) encourage enterprises to expand their scale. For stock software enterprises with operating income of more than 10 million yuan, those whose operating income has increased by more than 30% in the past two years shall be rewarded with a maximum of 3 million yuan according to no more than 5% of the increase in operating income in the second year. The same enterprise can enjoy up to two times during the validity period of the policy.

(5) encourage enterprises to upgrade their regulations and integrate them into a unified system. We will vigorously promote the cultivation of software enterprises on the rules, and give 200000 yuan to the enterprise management team for the first time.

5. Support popularization and application

(6) to support the market development of the first products. We will support the selection of first-edition secondary software products in major projects, major projects and relevant government procurement, and encourage state-owned enterprises and institutions to take the lead in using first-edition secondary software products. Purchasers or procurement agencies are encouraged to reasonably set up evaluation factors such as originality and advancement, and do not restrict the qualification of the first edition of secondary software products to participate in bidding on the grounds of scale, number of years of establishment, market performance, etc., when the relevant provisions are met, single-source procurement may be adopted.

VI. Optimize the development environment

(7) to establish a special fund for the development of the software industry. Strengthen the guidance of industrial funds. Give full play to the role of the municipal government in guiding the parent fund, attract social capital cooperation to set up a special fund for the development of the software industry, and focus on supporting the development of key software enterprises and the construction of major projects.

(8) vigorously support the construction of the software park. Encourage qualified counties (cities) to build new software parks, and subsidize investment promotion and operating expenses up to 3 million yuan to the software park operating units recognized by the city. For software parks operated by national well-known software park operators, the subsidy for investment and operating expenses has risen by 20%. After that, the software park operation and management team will be rewarded with a maximum of 1.5 million yuan if the new software enterprises and software business income reach a certain scale every year. In order to enhance the agglomeration of the software industry, increase the attraction of projects in the park, and encourage the construction and operation units of the software park to reduce or waive the rent for the new software enterprises in the park.

(9) to support the training and introduction of software talents. Support industry organizations, public service institutions, university institutions, vocational colleges, key enterprises and other units to take the lead in the construction of Hefei software industry industry-education integration base, carry out professional and technical training of software personnel, and provide support in accordance with the policy of "one case, one discussion". Qualified talents in the software industry can enjoy talent policies such as rental subsidies, house purchase subsidies, job subsidies, and children's education.

(10) give full play to the role of trade associations. Encourage key software enterprises to set up software industry associations in Hefei, promote the construction of industry associations by marketization, and play a bridging role in industrial development, policy consultation, double recruitment and double introduction, and service enterprises. Establish communication channels for policy information, invite software associations to participate in the formulation of standards, planning and policy documents, and participate in relevant industry working meetings. Support the key docking activities (platforms) organized by industry associations, such as project roadshows, product releases, technical forums, innovation and entrepreneurship competitions, by the way of government purchase services.

This policy shall enter into force as of the date of issuance and shall be valid for 3 years, and shall be explained by the Municipal Bureau of Economic and Information Affairs in conjunction with relevant departments. The total amount of policy funds shall be controlled according to the annual budget and shall not be rewarded with other municipal policies. If the relevant policies and regulations are adjusted during the period of implementation, such provisions shall prevail.
