Duty-free goods purchased on outlying islands by means of "guarantee and pick-up" and "purchase and pick-up" belong to the final goods for personal use by consumers and should be carried off the island at one time and shall not be sold again.

Passengers from outlying islands can choose to pick up the goods with a unit price of more than 50,000 yuan (inclusive) each time they leave the island. in addition to paying for shopping, visitors from outlying islands can pick up the goods on the spot after submitting a guarantee equivalent to import duty to the customs. Duty-free goods purchased in this way shall not be used in the island.

If a passenger needs a refund guarantee for the purchased goods when leaving the island, he or she shall take the initiative to apply to the Customs for inspection of the duty-free goods that have not yet been used or consumed, and submit the duty-free shopping certificate and his or her valid identity document or travel document. If the duty-free goods submitted to the passengers are in accordance with the shopping information, the customs shall confirm the signature on the shopping voucher after verification by the customs.

Under any of the following circumstances, the Customs shall not go through the formalities for inspection, verification and signature of passengers from outlying islands: where duty-free goods have been enabled or consumed by passengers from outlying islands; where duty-free goods submitted by passengers from outlying islands are inconsistent with those listed in the shopping voucher; where the information of the shoppers is not consistent with the personal information of the passengers on the outlying islands.

If the shopping passenger has actually left the island after the physical inspection by the customs, the customs shall return the guarantee. For shoppers who have not left the island for more than 30 days since the date of shopping, have not actively applied to the Customs for inspection of duty-free goods, or have failed to pass the inspection, the relevant guarantee shall be directly converted to tax.

When passengers from outlying islands purchase duty-free goods listed in the annex to this announcement every time they leave the island, they may pick up duty-free goods with a unit price of not more than 20,000 yuan (excluding) in accordance with the requirements of the limited purchase quantity of each type of duty-free goods per person. Passengers from the outlying islands can pick up the goods on the spot after paying for the goods, and the customs of the outlying islands do not check the goods.
