The passenger cars referred to in this plan refer to small and mini passenger cars with fuel types of gasoline, diesel, gas, hybrid and pure electricity that have been registered in this city for more than one year. New energy minibuses refer to pure electric-driven small and mini passenger cars (including add programs).

I. subsidy objects and standards (1) the subsidy targets are consumers who meet the following conditions at the same time

1. Natural person, car owner.

3. The time for scrapping or transferring out of the city shall be based on the cancellation or transfer time of the vehicle files provided by the public security traffic management department, and the time for the purchase of new energy minibuses shall be based on the time of issuing the Unified invoice for Motor vehicle Sale. The licensing time of newly purchased new energy minibuses shall be based on the new car registration time provided by the public security traffic management department.

(2) the standard and mode of subsidy

The subsidy standard is divided according to the types of passenger cars transferred out of the city or scrapped (new energy minibuses and other passenger cars) and their service life. The subsidy funds shall be distributed to the target bank accounts that meet the subsidy requirements by way of transfer.

The district governments and the management committee of the Beijing Economic and technological Development Zone shall assist the municipal departments in implementing the related work such as the scrapping and updating of passenger cars and the sale of new energy vehicles.
