In terms of development goals, the "opinion" points out that the self-controllable level of key materials, core technologies and equipment in the new energy storage industry chain has been greatly improved, the competitive advantage of the whole industry chain has been further highlighted, and the market mechanism, standard system and management system have become more sound. Large backbone enterprises continue to grow in scale and strength, and industrial innovation and comprehensive competitiveness have been greatly improved. By 2025, the operating income of the province's new energy storage industry will reach 600 billion yuan, with an average annual growth rate of more than 50%, and the installed scale will reach 3 million kilowatts. By 2027, the operating income of the province's new energy storage industry will reach 1 trillion yuan, and the installed scale will reach 4 million kilowatts.
The "opinion" proposes to strengthen the research and development of key technologies and equipment for new energy storage:
Improve lithium-ion battery technology. Support the development of ultra-long-life, high-safety, all-climate energy storage lithium-ion batteries, enhance the capacity limit of lithium batteries, promote the research, development and application of new systems of lithium batteries, and improve battery life cycle safety and economy from materials, monomers, systems and other dimensions. Improve the performance of new manganese-based cathode materials and improve the application level of silicon-carbon and lithium composite anode materials. Strengthen the development of high purity solvents, new lithium salts and functional additives for electrolytes. Tackle the key technology and equipment of diaphragm, and develop solid electrolyte diaphragm. We will strengthen key technologies for recovery and utilization, such as intelligent testing and evaluation, flexible and lossless rapid disassembly, and green and efficient extraction of valuable elements. Break through efficient equipment such as mixing, coating, winding, slitting, recycling and so on.
Tackle the key problem of sodium ion battery technology. Strengthen the technology of sodium salt and water system sodium ion battery to improve the energy density and solve the technical problems such as short life and fast discharge. Strengthen the research on layered oxides matching sodium-based batteries, Prussian white / Prussian blue, polyanions and other anode materials, coal-based carbon materials and other negative materials, as well as electrolytes, diaphragms, current collectors and other main materials and related auxiliary materials, develop key material preparation processes and battery manufacturing equipment, reduce mass production costs, and support the construction of supply chain system.
Integration of energy and electronic technology. We will strengthen energy, electronics, information technology and product research and development, and expand the supply of intelligent and diversified products and services such as photovoltaic power generation systems, new energy storage systems, and new energy microgrids. Focus on the research and development of key equipment such as smart sensors, battery management chips, power semiconductor devices, DC / DC converters, energy routers, circuit breakers, flexible distribution equipment, etc., to promote the deep integration and innovative application of "optical storage terminal information".
Break through the whole process safety technology. Break through the battery intrinsic safety and control technology, tackle the key battery intelligent sensing, thermal runaway barrier technology. Establish the energy storage system safety classification evaluation technology system, improve the battery cell, battery pack, battery cluster and system-level hierarchical safety management optimization technology, and develop the energy storage system safety situation intelligent assessment, safety early warning and clean and efficient fire extinguishing technology. This paper studies the control protection and security defense technology of multi-type energy storage connected to the power grid system. Breakthrough energy storage battery cycle life rapid detection and aging state evaluation technology, research and development of decommissioned battery health assessment, sorting, repair and other echelon utilization related technologies.
Innovative intelligent regulation and control technology. Develop high safety and high efficiency energy storage system integration technology, solve key problems of system thermal management, charge and discharge management, intelligent operation and maintenance, emergency response and other control technologies to improve the available capacity and system availability of energy storage system. Study the key technologies of energy storage cluster modeling, partition classification and intelligent collaborative control on each side of "source-grid-load", and strengthen the key technologies in the fields of demand-side response, virtual power plant, cloud energy storage, market-oriented trading and so on.
Develop hydrogen energy storage and other technologies. The key technologies of hydrogen production from renewable energy such as proton exchange membrane electrolytic water, anionic membrane alkaline electrolytic water and high temperature solid oxide electrolytic water are developed to improve the material and process level of high pressure hydrogen storage. develop low-temperature liquid hydrogen storage, organic solution hydrogen storage, solid alloy hydrogen storage and other storage and transportation technologies, develop related preparation, conversion, storage and transportation equipment to improve the safety and economy of hydrogen energy storage. We will continue to tackle key technologies of fuel cells and accelerate the domestic substitution of core materials and devices such as catalysts, proton exchange membranes, gas diffusion layers, bipolar plates and membrane electrodes.
Carry out the research on the prospective technology of energy storage. Research and development of new environmentally friendly, long-life, low-cost lead-carbon batteries, development of porous carbon materials for high conductivity. Develop new battery technologies such as new air battery, solid state battery and magnesium (zinc) ion battery. The key technologies of long-term energy storage and equipment development will be carried out. Develop low-cost, high energy density, safe and environmentally friendly liquid flow batteries, improve energy efficiency and system reliability, and reduce full-cycle use costs. Encourage the development of new batteries for energy storage on a large scale. We will break through the ammonia-hydrogen conversion technology and promote the research, development and demonstration of electrocatalysis, biocatalysis, photocatalysis, electromagnetic catalysis and other technologies. Strengthen the research and development of key technologies for methanol synthesis such as catalysts, and explore direct methanol fuel cell technology. Promote the research and development of other new energy storage technologies and equipment, such as supercapacitors, flywheel energy storage, compressed air, cold and heat storage, etc.
In addition, the opinion points out that the regional layout of the lithium battery industry should be optimized. Focus on Guangzhou, Shenzhen, Huizhou and Dongguan to build energy storage battery industry agglomeration areas on the east bank of the Pearl River Estuary, Zhaoqing, Jiangmen, Zhuhai and Zhongshan on the west coast of the Pearl River Estuary; focus on Foshan, Shaoguan, Jiangmen and Qingyuan to build positive materials agglomeration areas; focus on Shenzhen, Huizhou, Dongguan and Zhanjiang to build lithium-ion silicon-carbon anode material agglomeration areas Focus on Zhuhai, Foshan, Zhaoqing and Dongguan to build lithium diaphragm manufacturing bases; focus on Huizhou and Zhuhai to build electrolyte professional parks; focus on Meizhou, Shaoguan and Huizhou to build copper foil, aluminum foil, polyvinylidene fluoride film and other auxiliary materials gathering areas; focus on Guangzhou, Shenzhen, Huizhou, Dongguan, Zhaoqing as the key construction of energy storage control products and system integration, advanced equipment manufacturing gathering areas The battery recycling industry agglomeration area will be built with the Pearl River Delta as the core and Shaoguan, Shantou and Shenshan Special Cooperation Zone as the fulcrum. Combined with resource endowment, technological advantages, industrial base, human resources and other conditions, support qualified prefectures and cities to build a national lithium high-tech industrialization base. We will speed up the construction of key projects such as Ruiqing Times, BYD, China New Airlines, Yiwei Lithium Energy, Xinwanda, Penghui Energy, Putailai and Betteri, and actively introduce investment projects from leading domestic and foreign lithium power enterprises.
