According to people familiar with the matter, Huawei had already made some moves on software long before Ren Zhengfei's speech at the symposium with universities was released. On February 28, Huawei held a "summary and commendation meeting of product R & D tools stage" in Shenzhen, which was attended by some external partners and attended by all Huawei executives, and presented awards and flags to the product R & D tool team.

Among them, some of the software has already provided services through Huawei Cloud to serve Huawei as well as other enterprises. The problem Huawei faces is a microcosm of domestic software. According to incomplete statistics, more than 600 Chinese enterprises and institutions have been listed on the so-called "entity list" in the United States. Programmers must look for substitutes for software development tools for writing code, EDA software for chip design, and simulation teaching software for universities.
