Earlier this year, the Justice Department smashed a blackmail software ring called HIVE, which was responsible for 87 incidents targeting critical infrastructure, the report said.

Call centers from India are also reported to be rampant in online fraud, causing more than $1 billion in losses to American victims in 2022. "the vast majority of call centres target the elderly, with almost half of the victims reporting that they are over 60 (46%)," the report said. " Overall, older Americans lost $3.1 billion to Internet fraud in 2022, the most of any age group.

According to the report, the success rate of the FBI in recovering funds for victims is 73%.
