The "opinion" points out that by 2025, the competitiveness of Chengdu's new energy vehicle industry will be significantly enhanced, with the industrial scale exceeding 150 billion yuan, the output reaching 250000, the industrial zero-to-zero ratio increasing to 1 ∶ 1, the vehicle capacity utilization rate and the local matching rate of enterprises to more than 70% and 50% respectively, and strive to reach 800000 new energy vehicles and 80% electric vehicles in the public domain. A total of 3000 charging stations and 160000 charging piles of various types were built.

The "opinion" is clear to promote the full electrification of vehicles in the public domain. The newly added and updated buses, cruise taxis, ride-hailing cars, shared cars, small automatic driving test cars, sanitation vehicles and urban logistics and distribution vehicles in the city all use pure electric vehicles (or hydrogen fuel cell vehicles) in principle, encourage and guide the use of new energy vehicles in the field of rental vehicles, and promote the electrification of vehicles in areas such as short-and medium-distance passenger transport, postal express delivery, airports, urban construction logistics, etc. Promote the use of new energy vehicles in A-level tourist scenic spots when adding and updating cars in scenic spots.

In addition, the "opinion" said to promote the elimination of old cars to new energy vehicles. We will study and introduce a financial incentive policy to encourage the early phase-out of old vehicles into new energy vehicles, and encourage non-operating countries to phase out and upgrade passenger and cargo vehicles with emission standards of four or less to new energy vehicles. We will strive to build a sound, standardized and efficient recycling and disposal system of power batteries, and explore the formulation of relevant standards and technical specifications such as comprehensive energy service stations and the circulation of second-hand cars.
