To support the low Earth orbit program. Regular manned missions to the International Space Station will enable multiple commercial partners to build a space economy, and NASA is one of many customers. The budget also invested $39 million (currently approximately 271 million yuan) to better understand the orbital debris environment and to explore ways to ensure safe access to space.

The budget invests more than $500m (currently about 3.475 billion yuan) in a set of technologies to help achieve the aviation industry's goal of net zero carbon emissions by 2050.

The budget of $1.39 billion (currently about 9.661 billion yuan) will support the research and development of new technologies, which will improve space exploration capabilities and create jobs through the development of commercial space companies that use and provide new technologies.

The NASA mission involves different learners with a budget of $158 million (currently about 1.098 billion yuan) to train the next generation of scientists, engineers and explorers in the United States.
