According to wikipedia, overlayfs was integrated into the linux kernel in 2014, and its lightweight and easy-to-use features have been applied in openwrt, but there is no startup option to mount the root directory directly using overlayfs in debian distributions. To increase the startup options, the startup initrd needs to be modified accordingly. Debian's initrt script has reserved the application interface, which makes it relatively easy to apply overlayfs and diskless (or simple disk).
