Increased funding can be seen as confidence in the successful completion of the Artemis project. The draft budget for 2024 also allocates $949 million for the NASA Mars sample return project. The Mars sample return Project, a joint project of NASA and the European Space Agency, plans to bring Mars samples collected by the Mars rover perseverance to Earth as early as 2033.

The collection of Martian rock samples has been carried out since the rover perseverance landed at the bottom of the Jazelo crater on Mars in February 2021. The rover carries 38 titanium sampling tubes and 18 samples have been collected.

In addition, the draft budget for 2024 includes $2.5 billion for the NASA geoscience project and $180 million for the development of a new space tugboat to help the International Space Station get out of orbit.

The International Space Station is expected to retire by the end of 2030, shortly after which it must land safely in a controlled manner. The draft budget states that the new space tugboat will be an alternative to "the Russian system may not be able to accomplish this task."
