In February 1992, Wang Xiaomo was appointed director of the military Industry Bureau of the China National Electronics Industry Corp. at the age of 54, Wang Xiaomo opened the way for the demonstration and development of early warning aircraft equipment, and promoted the leap of China's territorial air defense network from the ground to the air. it has also promoted the realization of a major transformation of our country from territorial air defense to both attack and defense.

In 1992, China officially launched cooperative research and development with advanced foreign countries; in June 1993, Wang Xiaomo was transferred to executive vice president of the Electronic Science Research Institute and served as the head of the Chinese side. In the process of development, Wang Xiaomo creatively put forward a new early warning aircraft scheme of knapsack, large disc and three-sided active phased array radar, and at the same time rejected public opinions and persisted in arranging domestic matching development synchronously. as a result, our country has mastered the major key technologies such as phased array radar transceiver components, large radome and system software in a relatively short time, thus taking the initiative in the development of early warning aircraft in its own hands.

After the successful establishment of the two types of early warning aircraft, Wang Xiaomo put forward the idea of developing export-type early warning aircraft, and from January 2002, he began to demonstrate the scheme of export-type early warning aircraft, and served as the chief designer. In 2008, China formally signed the development contract of ZDK03 early warning aircraft with foreign users. The successful development of export-type early warning aircraft provides an important technical basis for China's early warning aircraft to realize the leap of "small platform, big early warning" based on domestic aircraft platform, and also marks that China has become the fourth country in the world that can export early warning aircraft.
