According to the official news of Beijing Economic Development District, in order to solve the difficulties faced by private commercial aerospace enterprises in insurance, the economic development area took the lead in exploring the "step-by-step insurance" model to get through the "blocking points" such as insufficient guarantee and high cost of private space insurance, so as to protect private commercial space enterprises.

According to reports, Xinghe Power Aerospace, the country's first private rocket enterprise with a "five-engine and five-game winning streak", has adopted this model. Through communication with insurance companies and Xinghe Power Aerospace, Beijing Economic Development District decided to take Ceres I (Yao II) as the pilot starting point and try the "stepped participation" model, that is, the same type of rocket, the first arrow is not protected, with the more successful launches of the rocket, the preservation rate gradually increases, and the cost and expenditure can be gradually controlled.

In December 2021, the Ceres I (Yao II) rocket was successfully launched. This success indicates that the "step-by-step insurance" model has successfully entered the next stage after being verified in practice.

CTOnews.com Note: the Ceres I carrier rocket is a four-stage small commercial carrier rocket independently developed by Xinghe Power Aerospace, which is committed to providing customized launch services of high quality and low price for commercial micro-satellites. The first, second, and third stages of the rocket use solid motors, and the fourth stage is the liquid upper stage (the part above the first stage of the multi-stage rocket). The rocket has a diameter of 1.4 meters, a total length of about 20 meters, a takeoff weight of about 33 tons, and a 500-kilometer sun-synchronous orbit carrying capacity of 300 kilograms.

Beijing Economic Development District said that after the successful launch of Jiyao II, PICC was invited to participate in commercial space projects in the region, such as Ceres-1 rocket. Under the guidance of PICC property insurance and PICC property insurance, a number of insurance companies provide protection for Ceres 1 (remote 3). The insured amount of Ceres I (remote three), which is the chief underwriter of PICC property insurance, has tripled compared with the previous one. With the successful launch of Ceres I (Yao San) on August 9, 2022, setting a new record for three consecutive successful launches of private rockets in China, the follow-up guarantee support is getting higher and higher.

In addition, the Economic and technological Development Zone issued the "implementation measures of the Beijing Economic and technological Development Zone to support the Development of Star and Arrow Network Industry (trial)". For enterprises engaged in star and arrow research and development, production or launch operation in accordance with the law in Beijing Economic and technological Development Zone, supporting financial support for commercial launch insurance subsidies not exceeding the municipal standard 1 ∶ 1 will be given to the same type of rocket successfully put into orbit. A financial subsidy of no more than 50% of the launch measurement and control service fee shall be granted to the 1st-3rd launch.
