1. The catalogue of product certification for echelon utilization shall be jointly determined and issued by the General Administration of Market Supervision and the Ministry of Industry and Information Technology according to the needs of industry development and certification work. The implementation rules of product certification for echelon utilization shall be issued by the Commission of recognition and Supervision. To carry out echelon product certification should be based on the officially issued national standards, industry standards, group standards, etc., and be clear in the implementation rules.

Second, the General Administration of Market Supervision and the Ministry of Industry and Information Technology take the lead in setting up a technical committee for echelon utilization product certification to provide policy advice and technical support for echelon utilization product certification.

3. The Ministry of Industry and Information Technology and the General Administration of Market Supervision shall establish an application database for the acceptance of certified echelon utilization products, which shall be made public. The Ministry of Industry and Information Technology encourages qualified enterprises that produce licensed products to apply for recognition as specialized and specially new "Little Giant" enterprises.

Fourth, encourage places where conditions permit to speed up the construction of a resource recycling system and use certified echelon utilization products in government investment projects, key projects and municipal public works. Support insurance institutions to develop property insurance and product liability insurance suitable for echelon utilization of products, and provide risk protection for their application and promotion. Development banks are encouraged to make overall use of mortgage supplementary loan funds, green credit, green financing services, and so on, to provide low-cost financial support.
