Yesterday, the "Plan Report" submitted to the First Session of the 14th National People's Congress for review proposed that 680 billion yuan will be invested in the central budget this year. In the next step, we will further optimize the investment structure and concentrate our efforts on major and difficult matters at the national level. Actively organize preparations for special bond projects of local governments, and urge local governments to speed up the issuance and use of special bonds and the commencement of project construction. We will continue to accelerate the construction of policy-based development financial instrument projects started last year and strive to form more physical workload.

Third, strengthen project reserves and continuously improve the quality of preliminary work of investment projects. Guide local governments to continuously reserve a number of key projects that benefit both the present and the long term, and continue to lay a good foundation for expanding effective investment. Promote local deepening of preliminary research and demonstration of projects, and effectively improve the quality and efficiency of preliminary work of projects. Coordinate relevant parties to strengthen the protection of project land, environmental impact assessment and other elements.

Fourth, further stimulate the vitality of private investment and continuously optimize the investment environment. Establish and improve the mechanism for private investment to participate in the construction of major projects, make good use of the docking mechanism for investment and financing cooperation of social capital, and encourage more private capital to participate in the construction of major national projects and short-board projects. Propaganda and popularization of advanced experience, earnestly do a good job in supporting the implementation of private investment development policy documents.
