The "measures" propose to implement policies such as phased exemption from the purchase tax on new energy vehicles, encourage cities with favorable conditions to introduce policies to support the trade-in of old vehicles, going to the countryside, and the purchase of new energy vehicles, and hold province-wide activities to promote consumption of automobiles. Automobile enterprises are encouraged to carry out activities to benefit the people of new energy vehicles in the countryside. Guangzhou and Shenzhen have optimized the regulation and management of the total number of cars, and gradually relaxed the eligibility criteria for applying for cars.

The "measures" point out that the operation mode of investment in the construction of charging piles (stations) for new energy vehicles should be optimized, and local standards for the construction of urban parking facilities should be issued, and those who install charging facilities in existing parking spaces shall be exempted from going through planning, land use, and construction permit formalities, and will gradually achieve full coverage of charging facilities in qualified residential areas and operating parking lots. We will speed up the construction of charging piles (stations) in expressway service areas and charging infrastructure along highways, and more than 21000 new public charging piles will be built in 2023.

In addition, the "measures" said that around new energy and intelligent network connected vehicles, biomedicine and other strategic pillar industrial clusters, as well as strategic emerging industrial clusters such as semiconductors and integrated circuits, high-end equipment, new energy storage, offshore wind power, and hydrogen energy, sort out a number of new technologies, new industries, new model application scenarios and innovation needs, create a number of investment targets to attract social capital participation, and boost private investment confidence.
