Frank's tweet that "there will be a magnitude 7.5 earthquake here sooner or later" is more a coincidence than an accurate prediction. If he can specify the time in the prediction as "three days later" or "within a week," he can call it a true earthquake prediction.
Only the combination of earthquake time, spatial location and earthquake intensity can constitute a complete earthquake prediction.
At present, accurate earthquake prediction is still a difficult problem that we have not overcome. We know that the accumulation of crustal stress will cause rock fracture, but the specific focal mechanism and seismogenic process need further exploration.
