CTOnews.com, February 16, China Railway Construction Daily reported that on February 16, it was learned from the National Rail Transit Electrical equipment and system Technical Committee SAC / TC278 that the international standard proposal "Technical guidelines for Rail Transit Train excessive Phase system matching", which was chaired by the fourth Railway Institute of China Railway Construction and submitted to the International Electrotechnical Commission IEC / TC9 on behalf of China, was formally established through the votes of global member states. This is the first international standard in the field of railway electrification technology hosted by China.

It is reported that the convener of the international working group on the standard will be headed by the fourth Railway Institute (China Railway fourth Survey and Design Institute Group Co., Ltd.). In the next three years, the working group will organize international railway experts from seven countries, including China, Canada, France, Britain, Japan, Russia and Switzerland, to jointly draft the standard.

The international standard is based on the Chinese national standard "Mutual matching Criterion of Power cut-off Phase passing system of Rail Transit passenger Trains", the industry standard "automatic passing Phase system Control device of Train passing system" and the mature technology of China Railway Construction Enterprise Standard "Technical guidelines for mutual matching of catenary ground conversion automatic passing phase system". The purpose of this paper is to establish the mutual matching criterion of train over-phase system. It is used to standardize the matching requirements of the main equipment parameters among the lines, stations, bridges, tunnels, traction power supply, traction substation, catenary, train control system, on-board system, signal system and train depot (station) covered by the train over-phase system in engineering and operation, so as to standardize the system function of train control power-off phase or ground equipment to control electrified phase, so as to ensure the transportation reliability of train over-phase. Reduce the cost of maintenance and repair caused by the risk of excessive phase failure.

The fourth Railway Academy put forward the international standard proposal in October 2019, and reported the proposal to the Secretariat of the IEC / TC9 International Standards Committee on behalf of China through several rounds of domestic reviews organized by the State Railway Administration and the Secretariat of the track Standards Committee. After international voting, Secretary TC9 decided in January 2021 to set up an ahG27 task force. The main technical experts in the United Nations of the fourth Railway Academy persisted in more than three years of unremitting efforts to overcome the difficulties of the epidemic, actively held several rounds of Internet working group meetings, repeatedly communicated and exchanged views with experts from Japan, Germany, France and other seven countries, and organized the preparation and submission of the final proposal. Recently, it won the support of most countries around the world and successfully established the project.

The presiding over the formulation of international standards has further expanded the space for international cooperation and exchange of China's high-speed rail technology, enhanced the voice of Chinese enterprises in the field of international rail transit technology and standard-setting, and opened up a new situation in the construction of standards to lead technological development.
