It is prohibited to throw, trample or otherwise cause damage to the shipment. If any express mail is damaged by throwing, trampling or other means, the administrative department of postal services shall order it to make corrections, circulate a notice of criticism and impose a fine of 10,000 yuan; if the circumstances are serious, a fine of not less than 10,000 yuan but not more than 30,000 yuan shall be imposed.

In the mode of delivery, the express delivery enterprise shall deliver the express mail to the agreed receiving address, recipient or receiver designated by the recipient in time, and inform the recipient or receiver to accept the goods in person. If it cannot be delivered on time and according to the address, the express delivery enterprise shall determine the delivery items through consultation with the recipient; if it cannot reach an agreement through consultation, the express delivery enterprise may, after obtaining the consent of the sender, change the delivery address or return the goods.

In addition, express enterprises using intelligent express boxes, express service stations and other ways to deliver express mail, should obtain the recipient's consent in advance, and inform the express delivery address, free storage period and overtime storage charges and other information.

In addition, Chapter VI of the Draft for Comments is "Protection of the Rights and Interests of Employees," which requires express delivery enterprises to conclude written labor contracts with employees who establish labor relations with them according to law, and shall not evade the obligations that employers should perform according to law by signing contract or contracting contract.
