Step 1PS to create a black background layer, then type it, and then press [Ctrl+J] to copy a layer.

Select the top font layer and press [Ctrl+T] to rotate the two words 90 °.

(because the stylized filter in PS can only allow the wind to blow from left or right, we turn the text in a direction, and then turn back later when we get the effect done.)

Step 2 Click [filter]-[stylize]-[Wind], which is a key step in adding hurricane effects to the text!

Note: if you select [convert to Smart object], the filter effect will automatically change when we adjust the orientation of the text; if you select "rasterize", then the filter effect will actually stick to the text. After adjusting the orientation of the text, the filter effect will not change.

Because after we get the filter effect done, we have to adjust the direction of the text. To keep the filter effect unchanged, we have to choose rasterization.

We choose [Gale], the direction is [from right].

Step 3 then press [Ctrl+T] to adjust the direction of the text, and the hurricane is blowing upward.

If you selected convert to Smart object in step 2, now that we have adjusted the direction of the text, the hurricane still blows [to the right], which is not the effect we want.

Then give the text layer [create clipping mask].
