The proposal is based on a vision of "fair-share," which requires large tech companies offering streaming video and other data-intensive services to help pay for the traffic they generate.

The draft document, part of consultations with industry, suggests companies could contribute to a fund to offset the cost of building 5G mobile networks and fiber infrastructure, and establish a mandatory system to guide tech giants to pay telecom operators.

The proposal is still a long way from being implemented, but it has caused a lot of controversy.
