The details are as follows:

First, support the purchase and use of new energy vehicles (1) promote the free cross-regional flow of new energy vehicles. We will strengthen anti-monopoly supervision and law enforcement in the automotive field, fully implement the fair competition review system, safeguard the legitimate rights and interests of relevant operators and consumers, and create a fair competition market order. The record catalogue of local new energy vehicle models shall not be set, and unreasonable vehicle parameter indicators shall not be set for the sales and consumption subsidies of new energy vehicle products.

(2) support the consumption of new energy vehicles. We will vigorously develop and promote the application of new energy vehicles, and fully implement supporting policies such as subsidies for the purchase of new energy buses, reduction of purchase tax for new energy vehicles, reduction of parking fees, convenience of passage, and protection of road rights. We will carry out in-depth activities for new energy vehicles to the countryside, encourage cities with favorable conditions to issue support policies for going to the countryside, dock vehicle production enterprises to actively participate in automobile activities to the countryside, guide enterprises to increase preferential treatment, and promote the consumption and use of new energy vehicles in rural areas.

(3) actively support the construction of charging facilities. We will speed up the construction of charging facilities such as residential communities, car parks, gas stations, highway service areas and passenger and freight hubs. Charging operators are encouraged to provide paid services such as the construction, operation and maintenance of charging facilities. Encourage cities and counties with conditions to give certain financial subsidies to residential community charging facilities construction and renovation projects; strengthen the construction of charging infrastructure along expressway service areas and national provincial highways, and promote the effective coverage of expressway fast charging network. Encourage local innovative support methods, increase support for charging infrastructure construction, intelligent transformation and operational services, and guide charging pile operators to appropriately reduce charging service fees.

Second, stabilize and expand automobile consumption. (4) actively integrate the resources of all parties. Support and encourage cities to continue to introduce or continue the subsidy policy for the purchase of new cars, encourage cities with conditions to increase subsidies, carry out car trade-in and scrap renewal, and tap the potential of automobile consumption. Encourage organizations to carry out all kinds of automobile exhibition and sales and consumption promotion activities for the benefit of the people, encourage cities with favorable conditions to carry out "car trade-in" and "car going to the countryside" and other activities, so as to further tap the potential of automobile consumption. The local people's government should give strong support to the provision of automobile exhibition and sales venues, the organization of activities, the use of advertising spaces, and the maintenance of order, and give priority to arranging event schedules to quickly activate the automobile consumer market.

Third, speed up the active second-hand car market (6) support the second-hand car distribution business. Implement the spirit of the Circular of the General Office of the Ministry of Commerce and the General Office of the Ministry of Public Security on improving the record of the main body of the used car market and the registration and management of vehicle transactions (Commercial consumption letter (2022) No. 239). For enterprises engaged in new car sales and second-hand car sales, the business scope shall be uniformly registered as "automobile sales" and put on record in accordance with the relevant provisions. Relying on the national automobile circulation information management application service system (referred to as the application system), the filing enterprise shall truthfully fill in the business content and other information, which shall be checked by the Municipal Bureau of Commerce and completed by the Provincial Department of Commerce. In accordance with the requirements of the measures for the Administration of the Circulation of used cars and relevant documents, local commercial departments should strengthen guidance and management and urge the sales enterprises and trading markets that have been put on record within their jurisdiction to submit relevant business information in a timely, accurate and comprehensive manner through the application system as required. Starting from October 1, 2022, if a registered automobile sales enterprise buys a used car from a natural person, the enterprise shall be allowed to issue a unified invoice for the sale of used car in reverse and go through the formalities of transfer registration. We will fully implement the preferential tax policy of halving the vehicle purchase tax for some passenger cars and the value-added tax policy for used car distribution taxpayers by reducing the rate of levy by 0.5%. We will strictly implement the cross-provincial transaction registration of used cars and completely abolish the policy of restricting the relocation of used cars.

(7) improve the invoice management of second-hand cars. Since January 1, 2023, if a natural person sells three or more second-hand cars that have been held for less than one year in a natural year, automobile sales enterprises, second-hand car trading markets, auction enterprises and other enterprises shall not issue unified invoices for the sale of used cars, and shall not go through the formalities of transaction registration, and the relevant departments shall deal with them in accordance with the provisions. Public security and tax departments share verification information, and tax departments make full use of shared information to provide information support for relevant enterprises to issue invoices.

(8) to promote the commercialization and circulation of used cars. Automobile sales enterprises shall, in accordance with the unified accounting system of the state, account the second-hand cars purchased and used for sale in accordance with the subject of "inventory commodities". Financial departments should do a good job in implementation and do a good job in publicity and training of standards and systems.

(9) to facilitate the registration of the transfer of used cars. Since October 1, 2022, when registered automobile sales enterprises apply for transfer registration of small non-operating second-hand cars, the public security organs shall implement separate endorsement management and issue temporary license plates.

Fourth, promote the development of scrapped motor vehicle recycling industry (10) improve the recycling system of scrapped motor vehicles. Due to the influence of COVID-19 's epidemic situation, before the implementation of the detailed rules for the implementation of the measures for the recovery and disassembly of scrapped motor vehicles (that is, the scrapped vehicle recycling and dismantling enterprises that have obtained qualifications before September 1, 2020), the time to re-complete the qualification for the recovery of scrapped motor vehicles has been postponed to March 1, 2023.

(11) to increase land support for construction projects of scrapped motor vehicle recycling enterprises. We will do a good job in policy guidance and service guarantee for scrapped motor vehicle recycling and dismantling enterprises in terms of land use, and give preferential support to qualified construction projects in the planned indicators of new construction land.

Fifth, optimize the environment for the use of cars (12) promote the construction of urban parking facilities. Effectively improve the effective supply level of urban parking facilities, speed up the application of new technologies and new models, and promote the sharing of parking resources and the matching of supply and demand. Parking facilities should be built in new residential areas in strict accordance with urban parking planning and relevant policies related to parking facilities in various cities. In combination with urban renewal actions such as the renovation of old urban areas, we will actively expand new parking facilities. Make rational use of civil air defense projects, park green space, underground space, etc., tap the potential to build more parking facilities. All districts and counties should improve the parking charging policy, strengthen the support of funds and land use policies, and strengthen the use of local government bonds to support the construction of qualified parking facilities.

(13) to develop consumption such as automobile culture and tourism. Cities with favorable conditions are encouraged to hold series competitions such as automobile and motorcycle sports. In terms of land use, we will support the construction and operation of projects such as auto-motorcycle sports events and self-driving sports camps, guide travel agencies to develop new products such as self-driving tours and RV tours, and launch characteristic and quality "tourism +" products. self-driving camping base and self-driving play experience promotion activities, implement the identification conditions of traditional classic vehicles, and promote the development of traditional classic car-related industries and automobile culture, such as display, collection, trading, racing and so on.

VI. Enriching auto financial services (14) encourage financial institutions to innovate and optimize auto consumer financial products and services. Standardize the management of auto financial products, strengthen pre-loan review, and reasonably determine the specific proportion of auto loans on the basis of prudent evaluation of borrowers' credit status and repayment ability, and increase support for auto consumer credit. Insurance institutions are encouraged to actively underwrite new energy vehicle insurance business. We will develop automobile financial leasing in an orderly manner, encourage financial leasing enterprises to strengthen cooperation with automobile production enterprises and automobile sales enterprises, vigorously develop leasing business, reduce fees and yield profits, and provide more financial services for automobile consumers.
