From January 1, 2023 to December 31, 2024, we will continue to reduce and reduce the "six taxes and two fees" of value-added tax, such as resource tax, urban maintenance and construction tax, real estate tax, urban land use tax, stamp tax (excluding stamp tax on securities transactions), cultivated land occupation tax and additional education fees, and local education additional fees by 50%. The circular points out that the discount fee for loans to small and medium-sized enterprises will be implemented. In 2023, the policy financing guarantee fund for small and medium-sized enterprises in the city will continue to charge guarantee fees at 0.5%, and government financing guarantee agencies at the district level will be encouraged to continue to halve the guarantee fees. Various districts are encouraged to implement the policy of interest discount and fee discount for bank loans obtained by small and medium-sized enterprises through government financing guarantee institutions.

The circular mentioned that key industries should be promoted to improve quality and increase efficiency. We will strive to create a growth pole for the high-end manufacturing industry, implement the linkage plan for vehicle and chip enterprises, promote the expansion of production and capacity of high-end equipment, advanced materials, aerospace and other industries, and promote the intelligent transformation of the production lines of electronic and information manufacturing enterprises. we will implement industrial foundation reengineering projects and major technology and equipment projects to improve the resilience and safety level of the industrial chain supply chain. We will formulate and implement a three-year action plan for a new round of technological transformation, and raise the upper limit of support for major technological transformation projects in key industries to 100 million yuan. We will strive to upgrade the energy level of professional services, actively develop financial forms such as science and technology finance, green finance and wealth management, and vigorously develop science and technology services such as R & D economy, basic research, application of achievements, and engineering technology. we will speed up the development of shipping services such as shipping insurance, financial leasing and maritime arbitration, and rely on urban digital transformation to expand and strengthen the digital economy. We will make good use of the funds for guiding the development of the service industry and increase support for service industry projects in key areas.

The circular mentioned that we should speed up the cultivation and growth of emerging industrial clusters. We will speed up the development of the three major industries of integrated circuits, biomedicine and artificial intelligence, and formulate a new round of Shanghai plans for the three major industries. We will implement new tracks such as digital economy, green and low carbon, metasmology and intelligent terminals, and five action plans for future industrial clusters, such as future health, future intelligence, future energy, future space, and future materials, to support the innovative development and demonstration application of intelligent network-connected vehicles. We will continue to implement the preferential interest rate and credit discount policy for new infrastructure projects and promote a new batch of major demonstration projects for new infrastructure projects.
