Oracle acquired Sun Microsystems in 2009, which includes Java. Oracle said the new Java SE Universal subscription is "a simple, low-cost monthly subscription that includes Java SE licensing and support for desktop, server or cloud deployments. Customers of traditional Java SE subscription products continue to receive all the original benefits and can renew them according to their existing terms and metrics."

CTOnews.com learned that Oracle comes with a price list that shows that the key difference between the old and new models is that Java will be authorized per "employee" rather than per "user" or per processor as the old model allows.

Although Oracle promises to allow traditional users to renew their contracts based on their current contracts, over time, it may put pressure on users to adopt new models.

This shift will punish companies that have spent years minimizing Java use because they have found that no matter how much Java they use, they have to charge for "employees".

For example, there are customers who use the Oracle Java General license Agreement, but now with new pricing, their Java costs have increased tenfold. For companies that use Java, spending will grow by an average of two to four times.

"Oracle can monitor not only the download of the software, but also the installation and operation of Java, thus promoting the new subscription model to customers using Java in advance."

Nathan Biggs, chief executive of House of Bricks, estimates that a company with 250 employees, 20 Java desktop users and eight Java-installed processors paid $3000 a year under the old model (currently about 20340 yuan), while under the new subscription model, annual spending grew to $45000 (currently about 305000 yuan), an increase of 1400%.

"this means for organizations that regardless of Java users or server usage, companies now have to calculate each employee, contractor, consultant and agent to determine Java subscription bills. Companies are likely to bear a significant increase in subscription fees, which has a significant impact on operations."
