The regulations will come into effect on March 1, 2023.

The regulations point out that the use of national spoken and written languages in digital and online publications should comply with language standards such as Hanyu pinyin, Putonghua pronunciation, standardized Chinese characters, modern Chinese word forms, punctuation marks and digital usage. If it is necessary to use Chinese dialects, traditional characters or variant characters, it shall comply with the relevant provisions of the Law of the people's Republic of China on National Common spoken and written languages.

The Administrative regulations focus on three major categories of information technology products: basic software, intelligent language processing software, digital and network publications, and make it clear that the use of national common spoken and written languages in information technology products should be conducive to safeguarding national sovereignty and national dignity. it is conducive to building a solid sense of the Chinese nation's community, carrying forward socialist core values, abiding by public order and good customs, and should comply with the norms and standards of spoken and written language promulgated by the state.

The Administrative regulations set out the norms and standards to be followed by different categories of information technology products. At the same time, highlight the service orientation, requiring that relevant products should provide users with language information prompts, opinion feedback and other functions, emphasizing that products for the disabled, the elderly, children and children should take care of their special needs.

The Management regulations clearly define the management responsibilities of language work departments at all levels, and emphasize the strengthening of work coordination and departmental coordination to improve management efficiency. While standardizing management, we should fully consider the characteristics of the rapid development of the information industry, and set aside room for the development of verbal information technology such as intelligent processing.

According to the regulations, the language work department of the State Council, together with the relevant competent departments, is responsible for the supervision and inspection of modern Chinese reference books and online publications. Local language departments at all levels shall be responsible for the supervision and inspection of digital and online publications other than teaching materials and modern Chinese reference books in their respective administrative areas.
