First, the industrial economy has stabilized and improved, and the role of "ballast stone" has been further demonstrated. Last year, we persisted in putting stable growth in a prominent position, took more measures at the same time, expanded investment, promoted consumption, stabilized foreign trade, made great efforts to ensure the stability and smooth flow of the industrial chain supply chain, and achieved positive results. For the whole year, the added value of industries above scale increased by 3.6% compared with the same period last year, of which the added value of manufacturing increased by 3% over the same period last year; investment in manufacturing increased by 9.1% over the same period last year; and the export delivery value of industrial enterprises above scale increased by 5.5% over the same period last year. The industrial economy provides a strong support for stabilizing the macro-economy. The contribution rate of industry to economic growth reached 36%, a relatively high level in recent years; industry led economic growth by 1.1%, of which the manufacturing sector pulled 0.8%; and the proportion of manufacturing added value in GDP reached 27.7%, an increase of 0.2% over the previous year.

Second, structural adjustment and transformation and upgrading have been further promoted, and the resilience of industrial development has been further enhanced. We will persist in taking high-quality development as the top priority, strive to promote structural adjustment, transformation and upgrading, and accelerate the development of high-end, intelligent and green manufacturing. A number of major breakthroughs have been made in scientific and technological innovation. At the end of last year, China independently developed the C919 large airliner to achieve the world's first delivery, and the domestic extracorporeal membrane oxygenator (ECMO) achieved a breakthrough in the whole machine and its key components, which was certified and put into use. It has created 45 state-level advanced manufacturing clusters and 100 characteristic industrial clusters of small and medium-sized enterprises. The industrial Internet has been fully integrated into 45 major categories of the national economy, and more than 240 influential industrial Internet platforms have been established, injecting new momentum into industrial upgrading. The transformation of industrial green and low carbon has progressed steadily, and the energy consumption per unit of added value of industries above scale decreased by 1.4% from January to November 2022 compared with the same period last year. For the whole year, the added value of the high-tech manufacturing industry increased by 7.4% over the same period last year, which was 4.4 percentage points higher than that of the manufacturing industry. The output of new products maintained rapid growth, especially new energy vehicles remained number one in the world for eight consecutive years, with production and sales increasing by 96.9% and 93.4% respectively. It reflects the resilience and stability of industrial development.

Third, the information and communications industry continues to grow steadily, and the effect of integration empowerment is further highlighted. We will continue to give full play to the leading role of the new generation of information technology and vigorously cultivate new applications of new business type. For the whole year, telecom business revenue increased by 8% compared with the same period last year. We continued to increase investment and improve infrastructure. Last year, 887000 new 5G base stations were added (now 2.312 million, accounting for more than 60% of the global total). 110cities across the country have reached the standard of gigabit city construction, and the number of mobile animal networking connections has reached 1.84 billion. China has become the first country in the world's major economy to achieve "thing Superman". The number of 5G users reached 561 million, accounting for 1. 3% of mobile phone users, which is 2.75 times the global average. To accelerate the promotion of converged applications, 5G has exerted its enabling effect in industrial, medical and other industries, with more than 50,000 application cases. Last year, we deepened App governance and effectively safeguarded the rights and interests of users. We will strengthen the security protection of key information infrastructure and speed up the improvement of data security management in the field of industrial information. The ability to guarantee emergency communications has been continuously enhanced, and the basic telecommunications network has maintained safe and stable operation. The information and communication industry provides strong support and guarantee for economic and social development and the construction of digital economy.

Fourth, policy planning has continued to strengthen, and the confidence of enterprises in development has been further enhanced. We will continue to take policies and planning as the main focus for stabilizing growth, continue to release policy dividends, and boost the confidence of enterprises in development. We have vigorously implemented a package of policies and measures to stabilize the economy and issued, together with relevant departments, a number of policy documents such as strengthening and invigorating the industrial economy and helping small and medium-sized enterprises. We will thoroughly organize and implement the 14th five-year Plan in 27 industrial and information fields, and make every effort to coordinate and promote the implementation of key industries, key projects and major projects. Through the promotion of these policies and planning, we will inject a strong impetus to revitalize the industrial economy, boost confidence and enhance expectations for the development of enterprises. Last year, the total amount of tax reduction and fee reduction and tax rebate and tax relief for all kinds of market entities exceeded 4 trillion yuan, of which about 40% were enjoyed by small and micro enterprises, providing a solid guarantee for promoting the hardship relief and healthy and stable development of small and medium-sized enterprises.
