The Ministry of Industry and Information Technology said that the formulation of "regulations" is necessary to maintain the order of airwaves. Radio transmitting equipment is the source of radio signals, and its illegal use will cause harmful interference and affect the normal development of other legitimate business. Previously, radio transmitting equipment was mainly managed in accordance with the regulations and some normative documents, and there was a lack of systematic management system. The introduction of "regulations" will help to prevent and reduce harmful interference and ensure the safety of national electromagnetic space from the source.

CTOnews.com learned that the regulations mainly provide for the following systems:

Make clear the scope of application and the division of responsibilities. First, it is stipulated that the development, production, import, sale and maintenance of radio transmission equipment within the territory of the people's Republic of China shall abide by these provisions. Second, the radio transmitting equipment is defined. Third, it is clear that the state radio administrative agencies are responsible for the supervision and administration of radio transmitting equipment throughout the country, and the radio administrative agencies of provinces, autonomous regions and municipalities directly under the Central Government are responsible for the supervision and administration of radio transmitting equipment within their respective administrative areas.

Specification, model approval of radio transmitting equipment. The first is to stipulate the conditions, materials, licensing procedures and contents that should be specified in the model approval certificate. The second is to stipulate that the state radio regulatory agencies may entrust local radio administrative agencies to carry out technical testing in accordance with the relevant ways in which the government buys services. The third is to stipulate the continuation, change procedures and model approval code marking form and so on. Among them, in order to implement the opinions of the General Office of the State Council on deepening the Reform of the Management system of the Electronic and Electrical Appliances Industry, the following measures are stipulated for enterprises: reduce the time limit for model approval and approval to 15 working days; extend the validity period of model approval for less than 2 years to more than 2 years and less than 5 years; allow applicants to independently compile model approval codes; and establish a self-certification system for model approval.

Standardize the management of equipment import. In order to refine the regulations on the import management of radio transmitting equipment, one is to distinguish between equipment import and temporary customs entry. The second is to clarify the division of examination and approval authority for temporary entry into customs by national and local radio administrative bodies. The third is to stipulate the conditions, materials and procedures for applying for temporary entry into the customs and the disposal measures after the expiration of the period of validity.

Improve the management system of micro-power short-distance radio transmitting equipment. First, it is clear that micro-power short-distance radio transmitting equipment does not need to apply for model approval, but it should comply with the relevant provisions and technical requirements of the national radio management. The second is to stipulate that the special logo of the micro-power short-distance equipment should be marked in the micro-power short-distance radio transmitting equipment and the instructions for use.

Refine the whole process management of radio transmitting equipment. First, according to the relevant provisions of the regulations, the development, sales and maintenance of radio transmitting equipment and the special management of high-power radio transmitting equipment have been refined and improved. The second is to establish a supervision and management system for radio transmitting equipment. Third, according to the newly revised Administrative punishment Law, it provides for the connecting provisions of legal liability.
