Strengthen the analysis of data security requirements in the fields of fifth and sixth generation mobile communication, industrial Internet, Internet of Things, Internet of Vehicles, etc., and promote innovative research and development and integrated application of special data security technology products. Support cloud transformation of data security products and improve intensive and flexible service capabilities. Promote the application of advanced and applicable data security technology products in new application scenarios such as e-commerce, telemedicine, online education, online office, live broadcast new media, as well as major data infrastructure such as national data center clusters and national computing hub nodes. Promote the deployment and application of supporting technologies for data development and utilization such as secure multi-party computing, federated learning, and fully homomorphic encryption.

The opinions put forward that the data security high-quality enterprise cultivation project should be implemented, a multi-level, phased and progressive enterprise cultivation system should be established, a batch of leading backbone enterprises with ecological leading power should be developed, a batch of small and medium-sized enterprises specialized in data security with core technology and characteristic advantages should be cultivated, and a batch of single champion enterprises with global leading technology and products should be cultivated. Give full play to the leading and supporting role of leading backbone enterprises, drive small, medium-sized and micro-enterprises to make up for shortcomings, expand scale and innovate modes, and form a win-win cooperation relationship of innovation chain, complementary advantages of industrial chain and sharing of capital chain and talent chain resources.
