The review committee believes that the plan, based on the background of the Lijian-1 rocket, focuses on the adaptability of the rocket to launch at sea, the implementation conditions for the launch at sea, the low-cost launch support system, and the construction of multi-ship launch platform support equipment, and gives a multi-scene universal sea launch plan, which can be launched in the whole sea area, with strong adaptability, good versatility, reasonable and feasible. The main technical indicators meet the requirements of sea launch.
According to reports, the program takes China's largest solid carrier rocket "Lijian 1" to launch the "Oriental Vision" constellation as the background, takes the Oriental Space Port as the home port, and can cover China's Yellow Sea, South China Sea and other waters. From 35 °north latitude to the equator, from offshore to ocean, and from 0 °~ 41.5 °inclination to the SSO orbit, it has a wide range of adaptability for offshore launch missions.

CTOnews.com learned that the "Lijian-1" is the "Zhongke No.1" (ZK-1A) carrier rocket, developed by Beijing Zhongke Aerospace Exploration Technology Co., Ltd., and is currently the largest solid rocket in China.
Lijian-1 is a four-stage solid carrier rocket, a helpless push configuration in the "Zhongke-1" series, derived from the basic "Zhongke-1". The rocket has a takeoff weight of 135t and a 700km sun synchronous orbit carrying capacity of 1330kg.
