New feature: create a real-time kernel memory dump in the task manager

The new version introduces a new set of developer-centric features in the task manager to help collect real-time kernel memory dumps (LKD). This complements the existing "memory dump" of user-mode processes and is currently only tested for some users.

The goal of the kernel real-time dump is to collect data to eliminate exceptions, but to allow the operating system to continue to run. Reduced downtime compared to "non-fatal" but significant failure and pending error checking.

To capture a real-time kernel memory dump (LKD), you need to open the details page of the task manager, right-click the system process, and the context menu will display "create a real-time kernel memory dump file".
