Rich but not skilled, China's integrated circuit industry is still short of "masters".

In this scenario, core research, the world's leading semiconductor industry think tank, and Arm China jointly investigated and wrote the report "Chinese mainland Integrated Circuit Design Talent demand report 2022", which aims to provide the industry with multi-angle reference on talent issues in the field of integrated circuit design, including the overall quality, treatment, demand and training of talents. Hope to provide effective reference for the balanced development of industrial talents.

01. The proportion of China's integrated circuit design industry is increasing year by year, and the demand for talents is more prominent. In 2021, the sales revenue of China's integrated circuit industry reached 1.04583 trillion yuan, an increase of 18.2 percent over the same period last year, three times the growth rate of the global industry in the same period. The output of integrated circuits reached 359.4 billion, an increase of 33.3% over the same period last year.

China's integrated circuit industry has made continuous breakthroughs in technological innovation. At present, the development trend in the fields of manufacturing technology, packaging technology, key equipment and materials is improving, and the strength of enterprises is steadily improving. With the introduction of a series of policies, the industry has entered a golden period of rapid growth, business improvement, product breakthroughs and environmental optimization, and a number of new leading enterprises have emerged in the design, manufacturing, closed testing and other industrial links.

Since 2015, local governments have taken various preferential measures to attract mature domestic design companies to set up branches in different places. The proportion of integrated circuit design industry chain is increasing year by year, and the demand for talents is more prominent.

In addition to the gathering places of traditional design enterprises such as Beijing, Shanghai and Shenzhen, there are more than 100 design enterprises in Wuxi, Hangzhou, Xi'an, Chengdu, Nanjing, Wuhan, Suzhou, Hefei, Xiamen, Zhuhai and other cities.

In addition to the continuous increase in the number of design enterprises, the scale of enterprises is also gradually growing. In 2021, the number of design enterprises with more than 1000 people reached 32, an increase of 3 over the previous year; the number of enterprises with 500-1000 people reached 51, an increase of 9 over the previous year; and the number of enterprises with a staff scale of 100-1000 reached 376, an increase of 91 over the previous year.

In terms of talents in the top ten integrated circuit design enterprises of ▲ 2020-2021 Chinese mainland, generally speaking, there are a large number of employees directly engaged in the integrated circuit industry in China. Affected by the policy and economic environment, the growth rate of employees increases, the overall talent market is stable, the active turnover rate shows a downward trend, and the salary of the industry continues to rise.

The employment proportion of graduates of this major is increasing, and the proportion of graduates of related majors switching to the integrated circuit industry is also increasing, which alleviates the shortage of the number of employees in China's integrated circuit industry to a certain extent. However, the demand for talents in the industry is still huge, and it is estimated that by 2023, the demand for talents in the industry will reach 780000, of which the demand for employees in the design industry will be about 320000.

At the same time, there are a series of problems in China's integrated circuit industry, such as "attracting talents", "cultivating talents", "retaining talents" and so on, which restrict the high-quality development of China's integrated circuit industry to a great extent.

There is a huge personnel gap in China's integrated circuit industry, and it involves all aspects of the industrial chain, especially basic skills and industry leaders. The phenomenon of poaching among enterprises is common, which leads to frequent talent flow, mainly concentrated in R & D, key technology, senior management and other positions. In terms of talent training, there is a lack of support for talent training teachers and practical training conditions, and the integration of industry and education needs to be strengthened. In addition, China's incentive system is not perfect, the degree of attention to intellectual capital is not enough, resulting in the lack of vitality of researchers.

In the past three years, under the good policy environment and financial environment, the domestic integrated circuit industry has developed rapidly, and the demand for talents is also relatively strong. The demand for employees in China's integrated circuit industry has maintained a trend of rapid growth.

In 2020, the number of employees in China's integrated circuit industry reached 541000, an increase of 5.7% over the same period last year. Since 2020, affected by the COVID-19 epidemic, the willingness of workers to change jobs has weakened.

In 2022, wages in the industry continue to rise, the domestic integrated circuit employment environment continues to improve and improve, the industry turnover rate shows a downward trend, the recruitment rate of enterprises has increased, and the active turnover rate has dropped significantly compared with the same period last year. At the same time, computer software, communications and other related industries have transported certain talents for the industry, which has alleviated the pressure of talent gap to a certain extent. The number of employees in the integrated circuit industry is expected to reach 630000 in 2022.

From the analysis of the talent structure of the existing employees, in addition to the lack of high-end talents, especially leading talents, there is a shortage of basic skilled talents, compound talents, international innovative talents and applied talents in China's integrated circuit industry.

In all links of the industrial chain, the scale of integrated circuit design industry is the largest. In 2021, the number of employees in China's integrated circuit design industry reached 221000, an increase of 10.72 percent over the same period last year, the per capita output value reached 2.076 million yuan, and the per capita labor productivity increased significantly over the previous year.

Among the people who choose to change jobs, 95% of the practitioners choose to continue to develop in the semiconductor industry, while 5% choose to transfer to other industries because of their personal studies and other reasons.

Through the research, it is found that the integrated circuit design practitioners mainly focus on the following points: salary return, incentive mechanism, workload, industry impact and workplace and environment. In the survey sample, 58.50% of the practitioners chose to focus on compensation returns. 41.2% of the respondents chose to focus on incentives, 33.1% of the respondents focused on the workload, 19.90% focused on the influence of their industry, and 15.70% considered the location and environment of work.

In terms of talent demand, the demand and supply of personnel in Beijing, Shanghai and Shenzhen are relatively high, among which Beijing enterprises require higher academic qualifications for talents, and practitioners are required to have a master's degree or above.

The demand for employees in China's integrated circuit industry remains unchanged in the top ten cities from 2020 to 2021. Beijing, Shenzhen and Shanghai are in the top three, followed by Shanghai, Chengdu and Xi'an. Other cities with strong demand for talents are concentrated in second-tier cities.

In recent years, with the rapid development of chip design industry, chip design positions occupy the hottest track for job seekers in the whole integrated circuit industry, including analog chip design, digital front-end, digital verification, analog layout design, digital back-end, RF chip design, chip architecture, chip function verification, CAD and design for testability (DFT).

With the development of new industries such as 5G and artificial intelligence, jobs in ▲ integrated circuit design industry are emerging rapidly and the increment is larger than the existing talent supply. With the rapid development of local integrated circuit design enterprises, there is a greater demand for talents. Among the top 10 job shortages, the top five chip design jobs are analog chip design, digital front-end, digital verification, digital back-end and analog layout design, which also continued the shortage in 2021.

The shortage of high-end talents in ▲ integrated circuit design industry TOP 10 plays an important role in realizing the great-leap-forward development of China's integrated circuit industry. Judging from the existing talent structure in China, there is still a shortage of experienced professionals, especially the key technical personnel and high-end management talents who master the core technology. the introduction of international talents and teams from abroad is a more rapid and effective way to promote industrial upgrading.

Due to the dual influence of the increasing uncertainty of Sino-US economic and trade frictions and the normalization of the COVID-19 epidemic, the number and proportion of talents that 2021 integrated circuit enterprises plan to introduce from abroad are significantly lower than those in 2020, and are expected to be basically the same in 2022 and 2021.

In recent years, although China's integrated circuit industry has increased the introduction of leading talents and high-end talents, the effect is not significant, mainly due to the lack of competitiveness in attracting and retaining talents.

According to the 2020IMD World Talent report released by the Lobsang School of Management (IMD) in Switzerland, Chinese mainland ranked 40th in terms of global talent investment and development, ability to attract and retain talent, and talent reserve, up two places from last year, but still in the middle and lower reaches of 63 countries and regions. Among them, the competitiveness of attracting and retaining talents is also far lower than that of the United States, the Netherlands, Germany, Hong Kong, China, Britain, Singapore, France, Japan, Taiwan, South Korea and other countries and regions with mature integrated circuit industry.

03. Analysis of talent supply: although trade frictions, the continuing impact of COVID-19 's epidemic situation and the pressure on the overall job market have had an impact on the prosperity of the integrated circuit industry, under the background of accelerated domestic substitution in the integrated circuit industry, the whole society has significantly increased its attention to the integrated circuit industry, and the policy and financial environment are favorable. The prosperity of China's integrated circuit industry continues to be better than the average. At the same time, computer software and communications provide certain talents for the industry, alleviating the pressure of insufficient supply of talents to a certain extent.

Compared with the whole industry, the talent supply and demand performance of the integrated circuit industry is better. The recruitment demand in the first quarter of 2021 still maintained a year-on-year growth rate of 27.50%, and the year-on-year growth rate continued to expand in the second quarter. The jobs with a large year-on-year increase in recruitment demand are mainly front-line production workers and logistics personnel, and the number of job seekers has also maintained a year-on-year growth. The top two cities with the highest activity for job seekers are Beijing and Shanghai.

For a long time, the integrated circuit industry, especially graduates, is also facing the situation of brain drain. The low average salary in the industry and the limited employment prospects have become the important reasons for the brain drain of integrated circuit related professionals. Graduates majoring in integrated circuit design can also enter the Internet, finance and other fields. due to the different heat of the market, the high salaries and broad prospects of these employment directions are more attractive to graduates.

With the national attention to the integrated circuit industry and the attention of the whole society, as well as the practical improvement of welfare benefits, the number of exemplary graduates maintained growth from 2016 to 2021, and the number of people entering the industry also maintained a growing trend.

As a high-tech industry, integrated circuits require employees to have a certain educational background and knowledge reserve.

Judging from the academic structure of the talent supply side from 2020 to 2021, the academic qualifications of talents at the supply side of the integrated circuit industry are mainly concentrated at the undergraduate level, accounting for 59.27% of the total talent supply, an increase of 6.97% over the same period in 2018-2019. The proportion of college and master's degree and above are 26.46% and 0.89% respectively. On the other hand, there are relatively few people with college degree or below in this industry, accounting for 3.38% of the total talent supply.

On the whole, the distribution of academic qualifications between the demand and supply of talents in China's integrated circuit industry is basically the same.

Integrated circuit is a cross-discipline that integrates more than 40 science and technology and engineering fields. Judging from the professional situation of job seekers in the integrated circuit industry from 2020 to 2021, computer science and technology majors had the highest job seekers, accounting for 12.75% of the total talent supply, followed by electronic information engineering and mechanical design, manufacturing and automation, accounting for 5.91% and 5.72%, respectively.

At the same time, Chinese colleges and universities have trained a large number of graduates majoring in electronics, computer and automation, and some of them have entered the integrated circuit industry to provide effective supplies for professionals related to integrated circuits.

▲ 2020-2021 college graduates of ten hot majors in integrated circuit industry are valuable human resources in our country. From the point of view of the professional setting of colleges and universities in our country, many disciplines and specialties are related to the integrated circuit design industry. From the incomplete statistical analysis of the number of IC-related majors offered in the main provinces and cities in China, we can see that the layout of IC-related specialties from specialist to doctor in Jiangsu Province is obviously better than that in other regions. This is followed by Hubei Province, Guangdong Province, Shaanxi Province and Shandong Province.

According to the data of the Ministry of Education, there are 8.7 million college graduates in China in 2020, according to the number of integrated circuit related majors (disciplines) offered by ▲ Chinese mainland provinces and cities. According to incomplete statistics, the scale of graduates related to integrated circuits is about 210000, accounting for about 2.30% of the total number of graduates, of which master's degree and above account for 6.03%, undergraduates account for 69.35%, and college students and below account for about 24.62%.

Employment situation of ▲ 2020 graduates of IC related majors according to the survey data, 27500 graduates of IC related majors entered the industry in 2020, that is, 13.77% of IC related graduates chose to work in this industry, an increase of 0.85% over 2019. For graduates who do not work in integrated circuit related industries, 26.53% of graduates work in Internet, computer, communications, IT and other fields, while the rest account for 59.70%.

Generally speaking, there is still a serious brain drain in the integrated circuit profession, which may be related to the lack of matching of professional knowledge, the lack of industrial salary attractiveness, the limitation of career prospects and so on.

The undergraduate majors related to integrated circuit design belong to wide-caliber majors with a wide range of choices in terms of employment. Compared with other industries, there are many factors, such as rapid updating of integrated circuit knowledge, high work pressure, and insignificant attractiveness of enterprises. As a result, a large number of undergraduates flow to other industries.

The issue of salary and treatment can be said to be one of the important factors affecting the employment choice of all talents, and the integrated circuit industry is no exception. In this report, 160 subjects were randomly selected from dozens of integrated circuit design enterprises, including 16 with college degree or below, 70 with bachelor's degree, 69 with master's degree and 5 with doctor's degree or above. The random sample structure is also roughly in line with the current talent composition of the integrated circuit design industry, that is, the number of undergraduate and master's degrees accounts for more than 80% of the total employees.

The following is the current salary and treatment situation of China's integrated circuit design industry reflected by the survey.

Of the 160 survey responses collected, 57 had an annual salary of less than 200000. The proportion of the total number of samples is 35.6%; there are 60 people whose annual salary is between 200000 and 400000, and the proportion of the total number of samples is 37.5%; there are 21 people with annual salary between 400000 and 600000, accounting for 13.1% of the total number of samples; 9 people with annual salary between 600000 and 800000, the proportion of samples is 5.6%; there are 5 people with annual salary between 800000 and 1 million, and the total ratio of samples is 3.1%. There are 8 people with an annual salary of more than 1 million, and the total number of samples accounts for 5%.

From the above sample data, we can roughly see the average salary of China's integrated circuit design industry.

In this sample, the number of R & D positions is 89, manufacturing posts is 13, marketing and sales and customer support positions are 24, general posts (finance, personnel administration, etc.) are 9, management positions are 2, and other positions are 23. The distribution of salaries and benefits by position is as follows:

▲ in China's integrated circuit design industry, among the R & D jobs, there are 26 people with an annual salary below 200000, 34 with an annual salary of 200000 ~ 400000, 14 with an annual salary of 400000 ~ 600000, 7 with an annual salary of 600000 ~ 800000, 1 with 800000 7 million, and 7 with an annual salary of over 1 million. Among the manufacturing jobs, the salaries are 3, 5, 3, 1, 1 and 0 respectively. In marketing and customer support positions, there are 5, 13, 3, 0, 2 and 1; in general positions, 3, 4, 0, 1, 1 and 0; in management positions, there are only 2 people in the range of 200,000 to 400,000; in other positions, there are 20, 2, 1, 0 and 0.

As can be seen from the above data, in the design industry, only the salary range of people engaged in R & D positions has achieved full coverage between sample elections. this also means that the salary of R & D jobs will be affected by more factors such as working time, project experience and skill proficiency.

When recruiting R & D employees, integrated circuit design companies should offer flexible salary terms according to the actual situation of the candidates, and should not fix the salary in a certain range, so as not to miss the right talents.

04. Four major industrial agglomeration areas, talent distribution and introduction policies there are four major integrated circuit industry agglomeration areas in China: the Yangtze River Delta, the coastal areas of South China, the Bohai Sea area around Beijing and Tianjin, and the central and western regions.

In 2021, Shanghai, Beijing and Shenzhen continue to dominate the top three in the ranking of city sales scale of the design industry. Hangzhou, Wuxi and Nanjing followed, with the sales of the design industry all exceeding 30 billion yuan, and the industrial scale of Xi'an, Chengdu, Wuhan and Zhuhai all exceeding 10 billion yuan, making it into the top 10. The total output value of the design industry in these ten cities reached 432.69 billion yuan, accounting for 94.3 percent of the whole industry, but 2.5 percentage points lower than the 96.8 percent in 2020.

In terms of growth, the ten cities with the highest growth rates of domestic design industry are Jinan (193.9%), Tianjin (120.0%), Nanjing (107.0%), Guangzhou (99.6%), Wuxi (98.1%), Hefei (86.9%), Fuzhou (76.4%), Hangzhou (72.5%), Beijing (69.8%) and Chengdu (66.0%).

Among the 2810 design enterprises across the country, enterprises with an annual sales income of more than 50 million yuan are concentrated in the Yangtze River Delta.

Shanghai, located in the Yangtze River Delta region, is the leading city in the national integrated circuit industry. In 2021, the scale of the integrated circuit industry reached 250 billion yuan, an increase of 20 percent over the same period last year, ranking first in the country, accounting for about 1/4 of the country's total output value. The scale of the integrated circuit industry in Jiangsu Province exceeded 200 billion yuan in 2020, especially in the field of chip design, with a growth rate of 30%. The chip design capacity of Jiangsu Province has been significantly improved.

Zhejiang Province, with the resources of colleges and universities such as Zhejiang University and Hangzhou University of Electronic Science and Technology, has made good achievements in the chip design industry in the past, among which Hangzhou has gathered many chip design enterprises. the revenue of the chip design industry in 2019 is about 15.234 billion yuan, an increase of 46% over the same period last year. Anhui Province takes Hefei as the industrial center, relying on the driving of downstream panels, home appliances, automobiles and other application fields, coupled with abundant human resources in colleges and universities, attracting excellent chip design enterprises, wafer factories and closed test plants at home and abroad. It has gradually formed a comprehensive industrial chain layout from design, manufacturing, closed testing, equipment and materials.

In the coastal areas of South China, due to a large number of downstream end customers, Shenzhen has also become a global distribution center for semiconductor products, and has gathered a number of major integrated circuit design enterprises at home and abroad over the years. In 2020, the sales volume of Shenzhen semiconductor industry was as high as 130 billion yuan, with an annual growth rate of 18.32%. The main driving force for growth came from the chip design industry. Shenzhen has also taken the lead in the field of chip design for seven years in a row.

In addition to Shenzhen, other cities in Guangdong Province have also actively developed the semiconductor industry in recent years. Zhuhai is one of the top ten cities of chip design in China, and it has a good agglomeration effect in the chip design industry. Although there were many chip design enterprises in Guangzhou in the past, they were small in scale and lack of faucets, but with the introduction and expansion of the local fab project, it played an obvious role in promoting the local and provincial small and medium-sized chip design enterprises.

Since 2015, Fujian Province has developed the semiconductor industry on a large scale, especially the development of Xiamen and Quanzhou has played the most significant role in promoting the industry. Enterprises in various industrial chains have landed one after another, driving the output value of the integrated circuit industry in Fujian Province to reach 40 billion yuan in 2020, with an annual growth rate of more than double digits and a rapid improvement in the industrial status of the whole China.

In the area around the Bohai Sea between Beijing and Tianjin, Beijing, as the national capital, is rich in university and educational resources, which has gathered a large number of talents related to the semiconductor industry, and has also created the vigorous development of its chip design industry. in 2021, the sales volume of Beijing's integrated circuit industry is about 83.9 billion yuan, ranking second in the country. It has excellent performance in smart card and financial IC, new generation mobile communications, CPU, digital TV, Beidou applications and so on.

The development of semiconductor industry in Shandong Province used to take Jinan chip design industry as the core. As a national integrated circuit design industrialization base, it has a good foundation in audio and video decoding chips, secure storage control chips and other fields.
