According to CTOnews.com on January 9, the regulations on the Management of Deep Synthesis of Internet Information Services was examined and adopted by the 21st Room meeting of the State Internet Information Office on November 3, 2022, and promulgated with the consent of the Ministry of Industry and Information Technology and the Ministry of Public Security, and will enter into force on January 10, 2023.

This is the first specialized departmental regulation for deep synthesis service governance in China, standardizing the deep synthesis management of Internet information services, defining the object of algorithm governance, and establishing the basic principles of algorithm governance. Relevant industry organizations are encouraged to strengthen industry self-discipline, establish and improve industry standards, industry norms and self-discipline management systems, and strengthen the subject responsibilities of deep synthesis service providers and technical supporters. It points out the direction for the development of safe and reliable deep synthesis technology, and provides guidance and specification for the service application of the technology.

The new regulations require that the main body of deep synthetic service providers shall not use deep synthetic services to engage in illegal activities, establish and improve the user management system, formulate and make public management rules, strengthen the management of deep synthetic content, and establish and improve the mechanism for refuting rumors and mechanisms for appealing, complaining and reporting.

In addition, the regulations require deeply integrated service providers to implement the principal responsibility of information security, establish and improve management systems and technical safeguard measures, formulate public management rules and platform conventions, and authenticate users' true identity information, make it clear that the application distribution platform should implement security management responsibilities and verify the relevant situation of deep synthetic applications.

The regulations point out that services that generate or significantly change the function of information content, such as intelligent dialogue, synthetic human voice, face generation, immersive virtual scene, etc., shall be marked to avoid public confusion or misunderstanding. It is required that no organization or individual shall use technical means to delete, tamper with or conceal the relevant logo.
