The Ministry of Industry and Information Technology said that the notice conforms to the new situation and requirements of the development of China's microwave communication industry, combined with the new scene and new mode of the application of microwave communication system, through the frequency use planning of microwave communication system with new millimeter wave band and large bandwidth, optimizing the frequency and channel bandwidth of existing microwave communication system in middle and low frequency band, adjusting microwave channel configuration to be in line with international standards, and so on. Further meet the needs of high-capacity information transmission (microwave return) scenarios such as 5G base stations, and reserve spectrum resources for China's 5G, industrial Internet and future 6G, to better meet the needs of high-quality development of radio industries such as microwave communications.

At the same time, the Circular also further implements the requirements of streamlining administration and delegating powers, in addition to cross-border microwave communication systems and transmission links involving the frequency use licenses of microwave communication systems in more than three provinces (autonomous regions and municipalities), delegate the frequency use license of the rest of the microwave communication system and all microwave stations to the provincial radio management agencies, and clarify the requirements for frequency coordination, frequency utilization rate and transition policy of the microwave communication system. The main contents of the notice are as follows:

The first is to define the frequency range and radio frequency channel configuration scheme. The Notification adjusts the available frequencies of the microwave communication system to 4500-4800MHz, 7125-7725MHz, 7725-8500MHz, 10.7-11.7GHz, 12.75-13.25GHz, 14.5-15.35GHz, 21.2-23.6GHz and 71-76 Zero 81-86GHz, and provides for more flexible channel bandwidth configuration.

The second is to clarify the permission and usage requirements of frequency use. The notice makes it clear that the microwave communication link involves three or more provinces (autonomous regions and municipalities) and cross-border microwave communication systems, and the frequency use license shall be implemented by the national radio administrative agency; in other cases, the frequency use license shall be implemented by the local radio administrative agency. The frequency band occupation of the microwave communication system shall not be less than 80%, and the annual time occupation shall not be less than 60%.

The third is to clarify the management requirements of microwave stations. The notice makes it clear that the setting and permission for the use of microwave stations shall be implemented by local radio administrative agencies. In case of an emergency that endangers national security, public safety or the safety of people's lives and property, or in order to ensure the special needs of major social activities, a microwave station may be temporarily set up or used without approval, however, it shall be reported to the radio administrative authority where the microwave station is located within 48 hours, and shall be closed in time after the emergency is eliminated or major social activities are over.

The fourth is to clarify the requirements of radio transmitting equipment. The notice defines the management requirements and radio frequency technical indicators of radio transmitting equipment in the microwave communication system, and puts forward requirements for the approval of relevant equipment models.

The fifth is to clarify the coordination of frequency. The Circular defines the relevant work requirements relating to bilateral coordination with relevant countries (regions) in the border areas, coordination with space radio services, and coordination between military and civilian areas.

The sixth is to put forward the relevant work requirements during the transition period of microwave frequency planning and adjustment. The notice makes it clear that from the date of implementation, radio regulatory agencies at all levels will no longer accept and approve applications for new permits for the use of radio frequencies in microwave communication systems and the setting and use of microwave stations that are inconsistent with the frequency use plan of the notice. If a microwave station that has been set up or used according to law but is inconsistent with the frequency use plan of the notice, it is necessary to continue to use the radio frequency after the expiration of the term of use of the radio frequency or the expiration of the radio station license, it may still apply to the radio administrative agency that made the licensing decision for the continuation of frequency use and the renewal of radio station license according to law until the original equipment is scrapped.
