Last October, India's CCI announced a fine of 13.38 billion rupees ($161.95 million) against Google for anti-competitive practices related to Android mobile devices. CCI also asked Google not to offer smartphone makers any incentives to exclusively pre-install Google's search service.

In response, Google said late last month that it would appeal India's CCI ruling. Now, Google claims in its appeal that CCI's investigative arm copied the Commission's decision in large numbers, using evidence from Europe that was not corroborated in India.

Google said in its appeal document: "there were more than 50 instances of plagiarism, in some cases verbatim plagiarism. As a result, CCI India failed to conduct a fair, balanced and reasonable investigation. In fact, Google's mobile App distribution practices are pro-competitive, not unfair and exclusive. "

As early as 2018, the European Union imposed an antitrust fine of 4.3 billion euros (about 4.5 billion US dollars) on Google. The reason is that Google, with its dominant position in the Internet search market, has made some illegal restrictions on Android device manufacturers and mobile operators. In December, Google appealed to the European Supreme Court.

Google said in a statement that it appealed the CCI ruling because it was a major setback for Google users and businesses in India. Google is asking the court to reverse CCI's fine decision, and the case is due to start Wednesday.

Google has also appealed against another antitrust fine imposed by CCI India. Following the Android antitrust fine, India's CCI imposed an additional 9.36 billion rupees ($113 million) antitrust fine on Google last October for abusing its dominant position in the app store market to promote its own payment system. The appeal is currently pending.
