After investigation, Zhi.com has a dominant position in the Chinese academic literature network database service market in China. Since 2014, intellectual net has abused this dominant position to carry out monopolistic behavior. First, it has implemented the behavior of selling its database services at unfairly high prices by continuously substantially raising service prices, splitting databases and raising prices in disguise; second, by signing exclusive cooperation agreements, limit academic journal publishing units and colleges and universities to any third party to authorize the use of academic literature data such as academic journals, doctoral and master's degree theses, and take a variety of reward and punishment measures to ensure exclusive cooperation. The investigation shows that the practice of unfairly high prices and limited transactions excludes and restricts the market competition of Chinese academic literature network database services, infringes upon the legitimate rights and interests of users, and affects the innovation and development of relevant markets and the spread of academic exchanges. It constitutes "selling goods at unfairly high prices" and "without justifiable reasons" prohibited by Article 22, paragraph 1 (1) and item (4) of the Anti-monopoly Law. The abuse of dominant market position that the counterpart of the transaction can only trade with it.

CTOnews.com learned that according to articles 57 and 59 of the Anti-Monopoly Law, taking into account such factors as the nature, extent and duration of the illegal act and the elimination of the consequences of the illegal act, on December 26, 2022, the General Administration of Market Supervision made an administrative penalty decision in accordance with the law, ordering ZhiNet to stop the illegal act and impose a fine of 1.752 billion yuan on its sales in China in 2021, totaling 87.6 million yuan.
