In terms of cities, the measures for the Establishment and Management of famous Software cities in China (for trial implementation) was issued in 2017. at present, the 14 famous cities that have been licensed have contributed nearly 80% of the business income to the country. In terms of parks, nearly 350 software parks across the country have gathered more than 50,000 software enterprises.

The 14 famous cities are: Nanjing, Jinan, Chengdu, Guangzhou, Shenzhen, Shanghai, Beijing, Hangzhou, Suzhou, Wuhan, Fuzhou, Xiamen, Qingdao and Wuxi.

Cities applying for the establishment of a famous software city in China should be at the prefecture level or above. At the same time, the following conditions are required:

First, the software and information technology service industry has a good foundation, large scale, strong development potential, and a high degree of contribution to the national economy. It has a number of well-known backbone software enterprises and a number of software products with high market share, strong innovation ability, distinctive industrial characteristics and good ecology.

Second, the driving effect of software and information technology service industry is obvious, which plays an important supporting role in stimulating economic growth, promoting employment, accelerating the digital transformation of traditional industries, and improving the level of urban management and social services. it has a positive impact on the shaping of urban culture and brand promotion.

Third, industrial policy support is relatively strong, with relatively rich science and technology, education, talent and other resource conditions and a good urban cultural environment, and a relatively perfect physical carrier environment suitable for the agglomeration and development of software and information technology service industry. industrial base parks and public service platforms are in good condition.

In addition, the applicant cities and their provincial people's governments should attach great importance to the development of software and information technology services, and take the initiative to build famous cities.

The software park that applies for the establishment of a famous software park in China needs to be established for more than 2 years, with independent construction and management institutions, sound management system, clear development plan, clear regional boundaries and good infrastructure. At the same time, the following conditions are required:

First, the concentration of software and information technology service industry is high, and the comparative advantages of business income scale and growth rate are obvious.

Second, it has certain industrial characteristics, has a number of well-known software enterprises and products, and has a strong application support ability for the development of urban leading industries.

Third, in terms of service software enterprises, it has a relatively perfect policy system and public service platform, which can provide public services such as adaptation verification, experience promotion, business incubation, investment and financing, legal services, personnel training and so on.

In addition, the prefectural and municipal people's governments of the software parks should attach great importance to the development of software and information technology services, and take the initiative to carry out the work of famous parks.

CTOnews.com has learned that the new management method will implement an exit mechanism for the dynamic management of China's famous software cities and parks, organize and carry out evaluation work every year, and reflect the evaluation results with a star level (the highest level is Samsung, and the higher the star level, the better the quality of development), so as to fully mobilize the local enthusiasm for the development of software and information technology services. The Ministry of Industry and Information Technology shall remind and order rectification of famous cities and gardens with an one-star evaluation result; if the evaluation result is one star for two consecutive years, it shall announce its withdrawal.

In addition, for those cities or software parks that conceal the facts and participate in the establishment of famous Chinese software cities and parks, they will be disqualified after verification, and those who have approved the award of the title of "famous Chinese software city" and "famous Chinese software park" will directly announce their withdrawal.
