CTOnews.com, December 7, according to the official news of China's Beidou Satellite Navigation system, the 67th Open Council of the International Organization for search and Rescue Satellite was successfully held from November 16 to 29, 2022. During the meeting, the President of the Conference issued a statement formally declaring the Maritime Safety Bureau of the people's Republic of China as the representative of the Chinese government. It has completed the signing of the declaration of intention to join the intergovernmental cooperation of the International search and Rescue Satellite Organization with the four members of the International search and Rescue Satellite Organization (Canada, France, Russia and the United States).

At the same time, the conference also examined and adopted the amendments related to Beidou in the technical and procedural standard document of the Global Satellite search and Rescue system, marking that China has officially become a provider of the space segment of the International search and Rescue Satellite Organization. Beidou International search and Rescue Service has become the second global service recognized by international organizations after positioning and navigation time service.

CTOnews.com learned that the International search and Rescue Satellite Organization was established in 1979, and the global satellite search and rescue system operated by it is an important part of the global maritime distress and safety system implemented by Inmarsat. In 1992, China became a user country of the International search and Rescue Satellite Organization. In 1997, China became a supplier of ground equipment to the International search and Rescue Satellite Organization.

Since 2016, the Maritime Safety Administration of the Ministry of Transport, in conjunction with the China Satellite Navigation system Management Office, has organized the China Satellite Navigation Engineering Center, the China Traffic Communication Information Center, the China Academy of Space Technology, and the Micro Satellite Innovation Research Institute of the Chinese Academy of Sciences, which have gone through six stages: design demonstration, technical research, frequency coordination, satellite-to-ground equipment construction, load launch networking, and international network access coordination, which lasted for six years. From scratch, the Beidou International search and Rescue Service system has been established to provide global users with 406MHz distress signal forwarding services and characteristic backlink services in accordance with the standards of international organizations.

In the next step, China will perform the duties of the space segment provider of the International search and Rescue Satellite Organization, and, together with other space segment providers, continue to enhance the global distress alarm and search and rescue capabilities, optimize and enhance the performance of Beidou international search and rescue services, speed up the development of global applications of Beidou characteristic backlink services, and provide public welfare distress alarm services for global navigation, aviation and land users.
