The planning of new residential projects should ensure that 100% of fixed parking spaces build charging facilities or reserve installation conditions, of which the proportion of completed charging facilities should not be less than 10%. Guide residents to participate in intelligent charging, and gradually increase the proportion of intelligent orderly charging pile construction. Explore the integrated application of "optical storage, recharge and release" within the unit and the park.

To improve the guarantee capacity of charging and recharging in urban and rural areas, it is proposed to optimize the layout of public charging facilities in central urban areas and strengthen the construction of public charging facilities in peripheral urban areas. basically realize that the radius of charging service in Shenyang, Dalian and other key cities is less than 4 km, and that in other cities is 7 km.

During the 14th five-year Plan period, 33000 terminals of various charging facilities were built or renovated. Among them, there are 19000 public and special charging facilities and 14000 self-use charging facilities, an increase of 94%, 101% and 86.7% respectively over the end of the 13th five-year Plan. By the end of 2025, the number of terminals of charging facilities in the province will exceed 50,000. Among them, there are more than 29000 public and special charging facilities and more than 21000 self-use charging facilities, meeting the charging needs of more than 330000 electric vehicles.
