Kissinger also mentioned that Arizona has excellent engineering talent and is an ideal place for semiconductor manufacturing, which has been committed to the cultivation of local ecosystems and talents since Intel started semiconductor manufacturing there in 1980. With Intel, TSMC and other companies continuing to invest locally, Arizona talent will play an important role in the future of the semiconductor industry.

Intel is trying to improve its manufacturing capacity as it grapples with falling revenues and a sharp drop in demand for personal computers, with PC accounting for more than half of its sales. The company said in October that actions, including layoffs and slowing spending on new plants, would save $3 billion next year and increase annual cuts to $10 billion by the end of 2025.

In addition to the first fab in Arizona, which plans to start producing N4 process technology in 2024, TSMC also announced the construction of a second fab, with plans to start producing 3nm technology in 2026. The total investment in the two fabs is about $40 billion, which is the largest foreign direct investment in Arizona's history and one of the largest in the history of the United States.
