According to the Yangzi Evening News, one of the biggest changes in the consultation manuscript is that it defines the "number of deliveries" for the first time, and there is an extra charge for "door-to-door delivery" under certain circumstances. Compared with the current standards, the draft for soliciting opinions divides delivery into four types: door-to-door delivery, box delivery, station delivery and other methods, emphasizing that users should choose delivery methods when placing orders. express delivery service providers should provide delivery services according to the delivery mode chosen by users.

The draft for soliciting opinions clearly states in terms of "delivery times": the main body of the express delivery service should provide at least 2 free deliveries for door-to-door delivery, which should be carried out between 8:00 and 20:00, and the interval between the two free deliveries should be more than 8 hours. except where agreed with the user. If the express delivery fails to be delivered twice to the door, the courier may agree with the addressee to adopt delayed delivery or box delivery or station delivery. If the recipient still chooses door-to-door delivery, the courier may charge an additional fee, but the recipient should be informed of the charging standard in advance. If the addressee cannot be contacted, the express can be processed according to the request of the sender.

"Express delay" is the hardest-hit area of consumer complaints, so how long will it take to be overdue? The draft for soliciting opinions makes it clear that the time limit of "complete delay" should be in line with the same city express service for 3 days, provincial and inter-provincial express delivery for 7 days, and international express delivery for 21 days.

When the express delivery is lost, it shall be exempted from the express delivery fee (excluding the insured price and other additional fees), and shall be compensated according to the insured amount for the purchased express delivery; for the express delivery without the insured price, the compensation shall be made in accordance with the relevant civil laws and regulations.

With regard to the formulation of standards for service fees, the draft for soliciting opinions proposes that the main body of express delivery service should scientifically calculate the cost and reasonably determine the service fee according to the product type, service distance, transportation mode, service time limit, delivery mode and other factors, so as to form a differential price system adapted to the service quality. The draft also stressed that express delivery services should not be provided at a lower cost without good reason.

Another major change is that users place orders into two ways: placing orders through express service providers and issuing orders through e-commerce platforms. The draft for soliciting opinions proposes that e-commerce operators should truthfully provide the main body of express delivery services with necessary information such as sender's name, contact information, address, commodity name, etc., and should not use service agreements, transaction rules and technology to impose unreasonable restrictions or attach unreasonable conditions. At the same time, increase the data security requirements, the express personal information collection, data storage and other contents of the principle provisions.

The draft for soliciting opinions mentions the need to increase intelligent services in the service sector. Stipulate the information operation and traceability of the whole process of express delivery, and adopt intelligent security inspection system, and increase the receiving and delivery requirements of intelligent receiving and delivery service terminals such as intelligent mailbox, intelligent express box, unmanned vehicle, drone and so on.

Increase the requirement of green packaging. The draft for soliciting opinions puts forward the requirements of express green packaging from the aspects of giving priority to the selection of recyclable packaging, recyclable packaging, passing green product certification packaging, and prohibiting the use of disposable non-degradable plastic packaging.
