Production license reflects the level of production organization and control, quality management and comprehensive management of an aviation manufacturing enterprise. From raw material control and supplier management to the division and control of production links, production quality control, and then to aircraft factory testing, after-sales maintenance and maintenance, every detail must have rules to follow and evidence to check. Aviation manufacturing enterprises should organize all production links in strict accordance with the procedures to ensure safety and control.

The East China Regional Administration of Civil Aviation formally accepted the application for production license of C919 aircraft submitted by Comac on April 1, 2019. In July 2019, the C919 aircraft production license approval Committee held its first meeting, and the review work officially began. For more than three years, the C919 aircraft production license examination team has conducted a strict review of 19 system elements in the production quality assurance system of Comac, such as organization management, design data control, personnel capacity and qualification, supplier management, manufacturing process control, inspection and testing, through document review and on-site review. at the same time, a product review was carried out in conjunction with the production activities of the first batch of aircraft in production. Verify the system procedure, at present, the first aircraft has completed the production test flight to meet the delivery conditions.

Confirm that the quality system of Comac meets the requirements of CCAR-21-R4, and agree with the recommendation of the review team to issue C919 aircraft production license to Comac.
