Energy bureaus of all provinces (autonomous regions and municipalities directly under the Central Government), relevant provinces (autonomous regions, municipalities directly under the Central Government) and the Development and Reform Commission of Xinjiang production and Construction Corps, State Grid Co., Ltd., China Southern Power Grid Co., Ltd., Inner Mongolia Electric Power (Group) Co., Ltd., relevant central power generation enterprises:

Since the beginning of this year, China's new energy power generation has continued to grow rapidly and maintained a high level of utilization, and new energy has been put into production and connected to the grid in the fourth quarter. Ensuring that new energy power generation projects are connected to the grid in time will not only help to increase clean power supply, give full play to the role of new energy in the period of "meeting the peak and spending the winter", but also promote the clean and low-carbon transformation of energy, and help to achieve the goal of carbon neutralization. In order to further do a good job in the grid access of new energy power generation projects before the end of 2022, we are hereby notified as follows.

1. On the premise of ensuring the safety and stability of the power grid and orderly power supply, all power grid enterprises are invited to take effective measures for wind power and photovoltaic power generation projects that have the conditions for grid connection in accordance with the principle of "merging as much as possible and as early as possible". To ensure timely grid connection, batches are allowed to be connected to the grid, and full capacity construction shall not be taken as a necessary condition for grid connection of new energy projects.

Second, all units are requested to strengthen overall planning and coordination, increase the construction of supporting grid projects, fully link up with the construction of wind power and photovoltaic power projects, and strive to be completed and put into operation at the same time.

Third, all units are requested to organize forces scientifically, optimize the work flow, arrange the construction period reasonably, and do a good job in all kinds of work on the premise of ensuring safe production and doing a good job in epidemic prevention and control, so as to play a positive role in ensuring energy and power supply.

4. for the first and second batch of large-scale wind power photovoltaic base projects, the provincial energy departments are requested to sort out the situation that the grid connection application has not been submitted in their administrative areas, the construction of the grid connection project lags behind, and the grid delivery project is not included in the national or provincial power planning; all power grid enterprises are requested to sort out that the grid connection application has not been submitted in their power supply business areas and that the grid delivery project has not been included in the national or provincial power planning. All power generation enterprises are requested to sort out the lag in the construction of the project, form a list, and feedback the list to the New Energy Department of our Bureau before December 5, 2022.
